Security Analyst

The Security Analyst - Consultant will support the Office of Cybersecurity at SCDHHS by ensuring the confidentiality, integrity, and availability of systems and services. This hands-on technical role involves network security design, monitoring, incident response, and compliance with regulatory frameworks. The analyst will work onsite in Columbia, SC, collaborating with leadership, business units, and vendors to maintain and enhance cybersecurity operations. Responsibilities:

• Assist in maturing network security and compliance solutions.
• Investigate and respond to daily network security alerts.
• Perform network security assessments for firewall and infrastructure changes.
• Conduct technical analysis for network security planning and engineering.
• Review connectivity, website blocks, and firewall rule requests to mitigate risks.
• Analyze on-premise and cloud networks for potential threats.
• Develop and analyze network traffic reports violating agency standards.
• Monitor emerging threat vectors and recommend countermeasures.
• Collaborate with agency teams to implement security controls.
• Support cloud and on-premise network changes and enhancement projects.
• Ensure compliance with CMS ARC-AMPE, HIPAA, and SCDIS-200 frameworks.
• Assist with KPI creation and trend report monitoring.
• Participate in firewall configuration reviews and ruleset recertification.
• Provide guidance on security best practices to technical teams.
• Perform additional Security Operations Center (SOC) duties as assigned.

• 3-5 years hands-on experience in network design, implementation, or support.
• Hands-on IT security or system administration experience.
• Working knowledge of secure network design, security architecture, compliance tools, data protection, and access models.
• Ability to analyze logs, alerts, and network telemetry.
• Proficiency with Microsoft Office tools.
• BS degree in Computer Science, Information Systems, Cybersecurity, or related field; or equivalent experience.
• Network security certification such as PCNSE or CCNA.

Preferred Skills & Certifications:

• Experience working in regulatory environments.
• Experience supporting health IT or state government cybersecurity.
• Familiarity with FISMA, NIST, CMS ARC-AMPE, and HIPAA security and privacy standards.
• Cloud network security controls experience (Azure or AWS).
• CISSP or Security+ certification.

Special Considerations:

• Candidate must be a resident of South Carolina; no relocation allowed.
• Position requires passing a 7-year standard background check and credit history check.
• Compliance with multiple confidentiality and IT use agreements is mandatory.
• Onsite interview in Columbia, SC is non-negotiable.
