Job description

The AWS / ETL Engineer assesses, designs, builds, and supports a high-volume outbound communications integration across Salesforce, S-Docs, AWS, and VA Notify. The role supports the Department of Veterans Affairs’ Veterans Housing Benefit (VHB) environment, helping deliver reliable communications to Program Participant Management (PPM) stakeholders and participants and supporting future VHB products.

This is a hands-on, individual-contributor role spanning solution assessment, architecture, development, testing, and production deployment. The engineer validates that the integration can meet requirements for throughput, template accuracy, delivery-status reporting, security, and operational reliability, then builds and deploys the Salesforce and AWS components. Success requires strong AWS integration skills, practical Salesforce experience, and clear technical documentation for engineering, business, governance, and support teams.

Key Functions

  • Assess S-Docs’ ability to generate accurate, consistent HTML and PDF templates; identify the data dependencies, automation triggers, and governance controls needed to maintain template quality at scale.
  • Evaluate Salesforce integration patterns for transmitting high-volume communication payloads to AWS, accounting for throughput, API limits, latency, and fault tolerance.
  • Assess AWS processing capacity, queueing strategies, and monitoring capabilities; validate that the proposed architecture can transform, route, and securely deliver communication requests to VA Notify under peak loads.
  • Review VA Notify’s API capabilities and delivery-status mechanisms; implement processing for status updates, bounces, and failures.
  • Build Salesforce data models, S-Docs template automation, email request creation, outbound callouts, inbound status processing, and supporting dashboards and reports.
  • Develop AWS integration components using API Gateway, Lambda, SQS, dead-letter queues, and supporting services to process requests, handle errors, and record delivery outcomes.
  • Apply security controls, audit logging, monitoring, and alerting across the workflow; validate alignment with operational expectations and applicable enterprise compliance requirements.
  • Execute unit, integration, end-to-end, and high-volume load testing to verify template accuracy, data integrity, delivery-status handling, failure recovery, and performance.
  • Deploy changes through CI/CD pipelines across development, QA, UAT, and production; verify monitoring, alerting, and operational readiness before release.
  • Produce and maintain architecture documentation, data flows, sequence diagrams, decision logs, and risk and issue records to support technical alignment and governance reviews.
  • Complete technical documentation, operational runbooks, and support procedures; provide handover and training for system administrators and support teams.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Data Engineering, or a related field, or equivalent professional experience.
  • Experience in data engineering, systems integration, ETL development, and/or cloud infrastructure.
  • Hands-on expertise with AWS Lambda, API Gateway, SQS, dead-letter queue patterns, S3, IAM, and CloudWatch.
  • Experience with Salesforce integration patterns, including outbound and inbound callouts, Apex, Flow automation, and document-generation tools such as S-Docs, Conga, or Nintex Drawloop.
  • Proficiency in SQL and at least one programming or scripting language used for integration and data processing, such as Python or Apex.
  • Working knowledge of VA Notify or comparable notification and delivery-status APIs, or the ability to quickly learn their integration patterns, status reporting, and failure handling.
  • Experience with unit, integration, end-to-end, and high-volume load or performance testing, along with CI/CD deployment across development, QA, UAT, and production environments.
  • Experience supporting federal government contracts, with familiarity with VA or other federal IT environments and security and compliance requirements such as FISMA, FedRAMP, and NIST SP 800-53.
  • Ability to produce clear architecture documentation, including data flow diagrams, sequence diagrams, and decision logs, and explain technical findings to technical and business stakeholders.
  • Ability to meet and maintain Public Trust requirements. U.S. citizenship is required under the VA contract.

Preferred Qualifications or Skills

  • Salesforce certification, such as Platform Developer I/II, Salesforce Administrator, or Integration Architect, and/or AWS Certified Solutions Architect - Associate.
  • Direct experience with S-Docs template design and automation, VA Notify, or another government notification-delivery API.
  • Experience with VA systems or programs such as VistA, MASS, VBMS, or other VA data platforms.
  • Experience with infrastructure as code using Terraform or AWS CloudFormation and CI/CD tools such as Jenkins, GitLab CI, or AWS CodePipeline.
  • Experience monitoring distributed, queue-based systems using CloudWatch dashboards and alarms, AWS X-Ray, Splunk, or comparable tools.
  • Experience supporting a VA Authority to Operate (ATO) process, participating in governance reviews, or working directly with VA Office of Information and Technology (OIT).
