Job description
- Il/Elle gĂšre lâapprovisionnement en matĂ©riaux et/ou services complexes « techniques » attribuĂ©s par le/la responsable SCM du projet.
- Il/Elle est responsable Ă lâĂ©chelle mondiale de la livraison finale des matĂ©riaux/services conformĂ©ment aux exigences du projet : spĂ©cifications techniques, performances de sĂ©curitĂ©, budget, Ă©chĂ©ancier, qualitĂ©, risques contractuels, etc.
Principales responsabilités
- Il/Elle est responsable auprĂšs du/de la responsable SCM du projet du succĂšs des activitĂ©s et des livrables SCM de son lot dâapprovisionnement, conformĂ©ment aux Ă©chĂ©anciers, aux jalons et aux coĂ»ts convenus, en veillant Ă respecter le calendrier global et la rentabilitĂ© du projet.
- Avant lâattribution du contrat : Il/Elle coordonne avec les autres disciplines (IngĂ©nierie, Assurance QualitĂ©, ContrĂŽle QualitĂ© et HSE) afin de garantir que toutes les exigences soient incluses dans les documents de prĂ©qualification et dâappel dâoffres - y compris les clauses contractuelles - et prĂ©pare/envoie la demande de devis aux fournisseurs prĂ©sĂ©lectionnĂ©s Ă lâaide de lâoutil SAP Ariba.
- Il/Elle coordonne avec les autres disciplines afin dâassurer lâexamen et la clarification de toutes les offres (il/elle effectue des analyses contractuelles, commerciales et de planification et assure la liaison et la coordination avec les autres disciplines pour un examen et une clarification en temps voulu des sections techniques, qualitĂ© et HSE).
- Il/Elle est responsable de la finalisation du rĂ©sumĂ© de lâoffre et de la formulation de la recommandation au responsable SCM du projet et au chef de projet.
- Il/Elle effectue la négociation commerciale et veille à obtenir les meilleures conditions pour Subsea 7.
- Il/Elle travaille avec le conseiller HSE pour évaluer la criticité en matiÚre de sécurité chez le fournisseur (processus Albatros).
Gestion des contrats :
- Il/Elle prépare le contrat de sous-traitance.
- Il/Elle prĂ©pare lâapprobation de lâengagement fournisseur (SCA) et la matrice des Ă©carts contractuels pour approbation par la direction.
- Il/Elle crĂ©e les demandes dâachat (PR) et les bons de commande (PO) dans S/4HANA et accĂ©lĂšre leur approbation.
- Il/Elle sâassure de la signature du contrat de sous-traitance dans DocuSign ou SAP Ariba.
Gestion post-attribution :
- Il/Elle comprend les exigences du projet (pĂ©rimĂštre des travaux, calendrier de livraison, budget, conditions de rĂ©percussion) et la maniĂšre dont le bon de commande sâintĂšgre au plan dâexĂ©cution du projet et interagit avec les autres activitĂ©s du projet.
- Il/Elle comprend le produit et la stratĂ©gie dâexĂ©cution du fournisseur, sa stratĂ©gie dâapprovisionnement et de sous-traitance, les Ă©tapes clĂ©s dâingĂ©nierie et de fabrication et les risques associĂ©s
- Il/Elle définit le plan de convergence du bon de commande et identifie les étapes clés, les dates associées et les conditions de préparation.
- Il/Elle utilise le plan de convergence pour suivre lâavancement du bon de commande, communiquer les prioritĂ©s aux parties prenantes du projet et accĂ©lĂ©rer leurs actions (modĂšle et outils de livraison du bon de commande).
- Il/Elle organise les audits nécessaires, les HIRA (si nécessaire), les KOM et les PPM.
- Il/Elle assure le suivi et lâaccĂ©lĂ©ration du traitement de la documentation fournisseur (Ă©mission par le fournisseur et examen/approbation par S7 et le client) ainsi que la gestion rapide des demandes techniques, des demandes de dĂ©rogation et des rapports de non-conformitĂ©.
- Il/Elle sensibilise lâĂ©quipe projet aux problĂšmes liĂ©s aux bons de commande susceptibles dâaffecter le dĂ©roulement du projet et pilote leur rĂ©solution avec le soutien des parties prenantes concernĂ©es.
- Il/Elle rend compte au responsable SCM du projet et est lâinterlocuteur privilĂ©giĂ© du fournisseur pour toutes les questions commerciales, contractuelles, de suivi et de coordination.

- He/she manages procurement of complex âengineeredâ materials and/or services as allocated by the Project SCM Manager
- He/she is globally responsible and accountable for the final delivery of the materials/services as per the requirements of the Project: technical specification, safety performance, budget, schedule, quality, contractual risks, etc.
What will you be doing?
- He/she is responsible to the Project SCM Manager for the success of the SCM activities and deliverables for his/her procurement package in accordance with agreed schedules, milestones and cost, with focus on meeting the Projectâs overall schedule and profitability.
Pre-Award
- He/she coordinates with other disciplines (Engineering, QA, QC & HSE) to ensure all requirements are included in pre-qualification and tender documents - including contractual flowdowns - and prepare/issue the Request for Quotation to the suppliers of the Bidders list using SAP Ariba tool.
- He/she coordinates with other disciplines to ensure the review and the clarification of all bids (he runs contractual, commercial and schedule analysis and he liaises and coordinates with other disciplines for on-time review and clarification of technical, quality and HSE sections).
- He/she is responsible and accountable to finalise the bid summary and make the recommendation to the Project SCM Manager and to the Project Manager.
- He/she performs commercial negotiation and ensure the best deal for Subsea 7.
- He/She works with HSE advisor to assess safety criticality at Supplier Side (Albatros process)., * He/she understands the requirements of the Project (scope of work, delivery schedule, budget, flow-down conditions) and how the PO integrates in the Project execution plan and interfaces with other Project activities.
- He/she understands the product and the execution strategy of the Supplier, its procurement and subcontracting strategy, the key engineering and manufacturing steps and the associated risks.
- He/she understands the risks of the PO and proactively develop mitigation measures with the relevant project stakeholders.
- He/she defines the convergence plan of the PO and identify the key gates, associated dates and readiness conditions. He/she uses the convergence plan to monitor the progress of the PO and to communicate priorities to Project stakeholders and expedite their actions (PO delivery model and tools). He/she promptly reacts on delays.
- He/she organizes necessary audits, HIRA (if required) KOM and PPMs. He/she monitors and expedites the progress of the Supplier documentation (issuance by the Supplier and review / approval by S7 and Client) and the timely treatment of Technical Queries, Deviation Requests and Non-Compliance Reports.
- He/she raises the awareness of the Project Team on PO issues that could affect the performance of the Project and lead their resolution with the support of the relevant project stakeholders.
- He/she reports to the Project SCM Manager and is the focal point of contact with the Supplier for all commercial, contractual, progress and coordination matters.
- He/she liaises with the Package Manager to understand the interfaces of the PO with other project activities and to include the associated constraints in the contract.
Requirements
- DiplĂŽme dans une discipline pertinente (ingĂ©nierie ou commerce) ou expĂ©rience Ă©quivalente. La rĂ©solution de problĂšmes techniques nâest pas requise (rĂŽle du responsable technique), mais le candidat doit ĂȘtre capable de comprendre les discussions techniques et dâĂ©valuer les impacts potentiels sur le plan commercial ou le calendrier.

- Degree in a relevant discipline (Engineering or Business) or qualified by Experience
- Is no required to solve technical issues (role of the Technical Owner) but shall be able to understand technical discussions and to measure potential associated commercial or schedule impacts.
- Is âcost savingâ oriented, and capable of challenging requests.
- Have a good knowledge of the offshore industry and its specificities and of complex items.
- Demonstrate good communication skills and is a team player.
