Job description
We are seeking a Senior Telecommunications Engineering Specialist to support mission-critical federal voice communications for Army Voice Modernization (VMOD) initiatives. This role focuses on Ribbon Federal Edge deployment, SIP interconnection engineering, and E-911/NG911 call routing across DISA VISP, Army PSAP environments, and related federal voice infrastructure.
The ideal candidate brings deep expertise in VoIP/SIP engineering, Session Border Controllers (SBCs), and emergency call routing within U.S. federal or DoD telecom environments., * Support deployment and integration of Ribbon Federal Edge gateways and SBC environments
- Design, troubleshoot, and maintain SIP interconnection and policy routing across federal voice networks
- Analyze and resolve E-911 / NG911 call flow and routing issues across PSAP environments
- Perform end-to-end voice network troubleshooting using packet capture and SIP analysis tools (e.g., Wireshark)
- Support deployment validation, readiness assessments, and interoperability testing
- Coordinate technical integration between Federal Edge systems, DISA VISP, and Army PSAP infrastructure
- Identify technical risks and provide mitigation strategies for voice network deployments
- Support engineering issue tracking, documentation, and cross-agency technical coordination
Requirements
Do you have experience in Voice over internet protocol (VoIP) configuration?, * Active Secret Clearance (mandatory)
- 10+ years of telecommunications engineering experience
- 5+ years of VoIP/SIP engineering experience
- Strong experience with SIP signaling, call flows, and interconnection engineering
- Hands-on experience with Ribbon Communications, Sonus, or Genband platforms
- Experience with Session Border Controllers (SBCs) in enterprise or carrier environments
- E-911 / PSAP or NG911 call routing integration experience
- Proficiency using Wireshark or equivalent packet capture tools
- Bachelor’s degree in Telecommunications, Engineering, IT, or equivalent experience
Preferred Experience
- Prior work with DISA VISP, Army VMOD, or U.S. DoD voice modernization programs
- Experience supporting PSAP interconnectivity or emergency communications systems
- Familiarity with NG911 architecture and public safety call routing
- Cisco certifications (CCNP or CCIE preferred)
- Experience in federal contractor or multi-agency regulated environments
Work Environment
- On-site role in Winchester, VA
- Federal/DoD contractor environment with structured change control and cross-agency coordination
