Job description

Location: Remote with periodic participation in virtual and onsite meetings within South Carolina. Availability: Estimated 10-40 hours per month during proposal and post-award periods., Athena Consulting Group is seeking a former State Department of Transportation Chief Information Officer (CIO), Deputy CIO, Director of Information Technology, or equivalent executive transportation technology leader to support a statewide Enterprise Technology and AI Strategic Roadmap engagement. The advisor will provide executive-level transportation modernization guidance, assist with enterprise technology strategy development, validate transportation technology recommendations, and support governance, benchmarking, and roadmap development activities., * Advise Athena project leadership on transportation modernization strategy

Review enterprise technology recommendations
Validate transportation operational assumptions
Support DOT benchmarking activities
Participate in executive review sessions
Provide strategic guidance on investment prioritization and implementation sequencing
Support proposal and post-award advisory activities

Requirements

Do you have experience in Technology management?, * Minimum 15 years of transportation-sector experience

Former State DOT CIO, Deputy CIO, Director of Technology, or equivalent executive role
Experience leading statewide technology modernization initiatives
Experience with Transportation Management Centers (TMC)
Experience with Intelligent Transportation Systems (ITS)
Experience with transportation asset management systems
Experience with GIS-enabled transportation operations
Experience with enterprise data governance programs
Familiarity with FHWA reporting, federal funding programs, and compliance requirements
Experience presenting to executive leadership, transportation boards, or cabinet-level officials, * Southeast state DOT experience
South Carolina transportation familiarity
AI, analytics, or digital transformation experience
Experience developing enterprise technology roadmaps
Experience with transportation operational technology (OT) environments
