Job description

The Senior Java Developer (Programmer V) will work on Full-stack Java applications on HHSC’s cloud (Azure/AWS) platform within an Agile (Scrum) environment. This is a hands-on role that will provide technical direction to team members in addition to their own development tasks. A successful candidate will have hands-on experience programming Full-Stack Java applications on the industry’s leading open-source platforms and cloud-based technologies. Mentorship of junior developers will also be a key requirement of this role. Supports applications in multiple environments with coding testing, peer reviews, documentation, defect root cause analysis, and troubleshooting as required. Maintaining code coverage, testing, and security policies and procedures is required. Available for on-call support as needed. Other duties as assigned and required by the unit operations.

Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. Identifies and defines ongoing enhancements required in the supporting existing applications. (35%)

Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%)

Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)

Assists in the planning, scheduling, assigning and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are to be aligned with the methods of working in code design at the agency. Assists in developing standards and procedures for programming staff. (10%)

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issue while promoting adherence to sound development standards and solution. (10%)

Requirements

Do you have a Bachelor’s degree?, Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages. Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications. Extensive experience as a software architect or working on a software architecture team, providing technical leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.). Extensive experience leading the work of development staff in the delivery/implementation of applications/IT systems. Knowledge of multi-tier system development. Knowledge of building and supporting mission critical applications, running in a highly distributed manner. Knowledge of multiple software development lifecycle phases, including scope and proposal, analysis, design, and software construction. Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping. Familiarity with configuration management concepts and tools. Familiarity with software usability concepts. Knowledge of the common design practices/standards associated with compliance to application accessibility (i.e. 508, JAWS, etc.). Skill communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence. Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports. Experience facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary. Ability to develop and manage project schedules for analysis, development and final deliverables as well as providing support oversight. Ability to code, test, and debug computer programs., Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React), as well as applications development on J2EE platform, may be substituted for the required education on a year-for-year basis up to four years.

Required minimum of 8 (eight) years of experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React). Required minimum of 8 (eight) years of experience in designing enterprise applications and services. Required minimum of 8 (eight) years of experience in leading enterprise Java development teams. Required minimum of 8 (eight) years of experience in applications development on J2EE platform. Required minimum of 8 (eight) years of experience with microservices architecture and RESTful API development. Required minimum of 8 (eight) years of experience in working on Spring Aspect Oriented Programming like transaction management and security. Required minimum of 8 (eight) years of experience in writing SQL including SQL and NoSQL databases. Required minimum of 8 (eight) years of experience with React or Angular UI Framework. Required minimum of 4 (four) years of experience with PowerBI. Required minimum of 4 (four) years with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions. Required minimum of 3 (three) with in software development using Agile methodology (Scrum). Required minimum of 2 (two) with Crystal Reports.

Preferred experience with JUnit and Unit Test development. Preferred experience with testing frameworks such as JUnit, Mockito, and Selenium. Preferred experience with containerization technologies like Docker and orchestration tools like Kubernetes. Preferred experience with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.
