Job description
The Data Analyst V performs highly complex (senior-level) data collection, reporting, and analysis to monitor, evaluate, and increase efficiencies for PFD. The position acts as a liaison between PFD, HHS policy, and program areas. This position oversees, plans, directs, and monitors key analytic functions relating to the QRU team’s day-to-day activities. The Data Analyst works with various teams to explore different aspects of a system (people, policy, and processes) to determine why particular areas are performing well or have opportunities for improvement., Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Oversees and performs highly advanced data verification (collecting, querying, and analyzing data using standard statistical tools, applications, methods, and techniques), and serves as an escalation point for complex variances or findings that require additional review.
Ensures consistency and accuracy across all team reporting and communicates findings and recommendations to the QRU manager and other members of leadership on behalf of the team.
Supports day-to-day operational coordination; communicates workload priorities, data review requirements, and results to team members and/or provides technical guidance and on-the-job support to other Data Analysts, under the discretion of the QRU manager.
Other duties as assigned to support the mission and operations of the Provider Finance Department and Texas Health and Human Services, including assisting with special projects, process improvements, cross-functional collaboration, and adapting to evolving organizational needs., * The position is currently eligible to telework up to 3 days per week. However, telework schedules may be updated by HHSC telework policies in the future.
- At this time, Texas state agencies, including HHSC, are not permitted to initiate new H-1B visa sponsorships in accordance with the Governor’s January 27, 2026, directive. If you require H-1B sponsorship now or in the future, we are unable to proceed with sponsorship under current state restrictions.
- Successful candidates must be prepared to report in person for work in Austin, Texas, two weeks after being offered the position.
Requirements
Do you have experience in Team supervision?, Do you have a Bachelor’s degree?, * Knowledge of data analysis techniques and best practices.
- Knowledge of PFD and other areas within HHS.
- Knowledge of data quality and integrity processes.
- Knowledge of the principles, practices and techniques of database and application design, development and structure.
- Knowledge of and experience with reporting and visualization tools.
Skill in:
- Skill in communicating to both technical and non-technical audiences.
- Skill in complex analytic work, identifying trends, concerns, recommending opportunities for improvement as well as areas of excellence.
- Skill in using SQL, SAS, SPSS, Python, and other query languages.
- Skill in using Extract, Transform and Load tools.
Ability to:
- Ability to utilize keen attention to detail and the ability to implement creative solutions to problems.
- Ability to work collaboratively across PFD to accomplish objectives.
- Able to balance team and individual responsibilities.
- Ability to work on a team, and to be flexible and creative with data demands.
- Ability to plan, organize, and conduct data analytic projects.
- Ability to develop and interpret data charts, maps, and tables.
- Ability to interpret and publish data analytic findings.
- Ability to exercise independent judgment and show initiative.
- Ability to maintain detailed and organized documentation of data analytic projects.
- Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively; and to supervise the work of others., Experience in data analysis and visualization, and familiarity with SQL. Graduation from an accredited four-year college or university with major coursework in a related field is preferred. Experience with Medicaid data, HHSC processes, procedures, and policies preferred.
