General Manager, Information Technology

The General Manager, Information Technology, under the general supervision of the Director of Utilities, oversees the overall direction, planning, implementation, support and maintenance of all information technology services for Groton Utilities which also supports IT functions for the City of Groton. This position exercises independent judgment and discretion in formulating, managing and controlling IT Operations and Support functions ensuring consistency with company strategy, commitments and goals. While this role is primarily designated as an on-site position, intermittent remote work (telecommuting) may be required to facilitate after-hours support, incident response, or critical system maintenance., Essential and other important responsibilities and duties may include, but are not limited to, the following:

Strategic Planning and Operational Management

· Directs and manages City-wide information technology systems and activities.

· Develops, directs, and implements a comprehensive long-term technology strategic plan, ensuring the future direction of the Information Technology Department aligns seamlessly with the organization’s needs, goals, and overall strategic vision.

· Provides leadership and coordination to the organization at all levels on alignment of technology with Utility and City initiatives, policy and strategic objectives. Makes presentations and prepares reports and plans as needed.

· Directs, manages, plans, and coordinates interdepartmental technology governance to accomplish enterprise-wide objectives.

· Develops and implements organizational policies and procedures regarding appropriate usage of technology within the organization in accordance with applicable law and regulatory requirements.

· Initiates and develops internal and external partnerships to leverage technology investments.

· Develops and presents funding strategies to support technology investments.

· Negotiates and reviews complex proposals and contracts for purchase of IT products and services, including legal terms and conditions.

· Serves as a member of the Utilities leadership team, addressing policy, management, and strategic issues, including information security, regulatory compliance, and cyber risks across all utility networks and City public safety infrastructure (including Police and Fire emergency systems).

· Responsible for planning, preparing and administering the Information Technology Department budget, including Operating and Capital budgets for the Utility.

· Performs other related duties as assigned by the Director of Utilities.

Leadership and Human Resource Management

· Plans, organizes, directs and evaluates the Information Technology Department and its operations to ensure effective support for organizational objectives along with efficient and effective implementation of initiatives.

· Directs the priorities and resource allocation within the Information Technology (IT) Department including hiring, staff development, terminations, and performance evaluations.

· Fosters a high-performance culture that prioritizes employee safety and morale while championing creativity, inclusion, and collaborative excellence. Responsible for the formulation of technical training and professional development plans to promote continuous improvement and enhanced team performance.

· Ensures that IT’s project management functions, funding allocations, oversight and coordination of resources, and communication to project stakeholders is appropriately carried out by the department.

Relationship Development and Management

· Promotes effective communications at all levels of the organization by holding regular employee meetings and ensuring timely dissemination of relevant information.

· Fosters and develops business relationships and/or partnership agreements with relevant organizations in support of technology strategic goals and objectives.

· Actively participates in forums and professional organizations related to government and utility technology governance and best practices, keeping abreast of emerging trends and potential threats., The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Primarily, work is performed in an office environment however conditions may require that the individual is exposed to inclement weather. Because the City of Groton computer systems must be running constantly, the individual must be willing and able to work irregular hours and be prepared to be available for on call or at any time for problems that may occur. The employee’s schedule will be based on a 40-hour work week as assigned and may be subject to change based upon operational needs.

Do you have experience in Technology management?, Do you have a Bachelor’s degree?, Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

Minimum of seven (7) years of supervisory experience and a Bachelor’s Degree from an accredited four-year college or university, alongside ten (10) or more years of progressively responsible related experience in information technology, systems, strategic planning, and project management.

Requires experience in managing complex technology budgets in a sophisticated and collaborative business environment.

Preference may be given to candidates with exposure to critical municipal and utility infrastructure, including Supervisory Control and Data Acquisition (SCADA), Geographic Information Systems (GIS), and Advanced Metering Infrastructure (AMI). Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
