Job description
The Director of IT Medicaid Contracted Systems (MCS) directs the day-to-day administration of MCS. The position provides senior-level managerial oversight including guidance for strategic goals, developing processes and procedures, establishing priorities, and budget oversight. The director provides leadership in strategic operations and planning, supervises the work of others, leads a growing team of business analysts, systems analysts, and vendor contract operations oversight to meet the needs of our customers and protect HHSC Medicaid Enterprise Systems (MES) service implementations. Leads the vendor oversight team through performance management, staff development, work assignment, and guidance to ensure priorities are met and stakeholder needs are fulfilled. The position requires innovative thinking, technical knowledge, and extensive Agile project management methodology implementation and vendor oversight experience. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions (EJFs):
- Directs the daily operations and administration for vendor oversight, vendor accountability, and vendor governance
Including the development and enforcement of standardized vendor oversight processes and delivery gates; controlling scope and prioritizing critical work; providing technical, financial, and operational oversight; directing operational monitoring; directing tracking and reporting of vendor deliverable acceptance rates, quality outcomes, service level agreement compliance, and reporting accuracy; and coordinating escalation pathways for unresolved issues. (40%)
* Oversees vendor resource utilization, directs MCS resources, and collaborates with other stakeholders
Ensures efficient and effective utilization of HHSC and vendor resources and collaborates with stakeholders to ensure Agile methodologies are effective in prioritizing, planning, and implementing high-quality MES solutions that meet HHSC service delivery standards and legislative mandates. (20%)
* Directs and leads the formulation of processes, policies, procedures, and standards consistent with proven practices
Leads cross functional collaboration teams, including infrastructure, security, product teams, vendors, and the MCS team in alignment with HHSC governance committees, steering committees, and legislative committee directives. Ensures compliance with IT contract management policies and processes. Develops and oversees the MCS short-term and long-term operational plans. Perform other tasks as assigned. (20%)

Including completing performance evaluations, recommending personnel actions, and scheduling and approving leave. Develop staff through training and effective use of employee development plans. Provides direct reports with work assignments, prioritization, clear direction and information on responsibilities and work performance expectations and conducts evaluations to gauge performance. Reviews and approves leave and carries out other expected human resource activities. Provides oversight including guidance for strategic goals, supervises the work of others, and leads a growing team of engineers and administrators to meet the needs of our customers. (20%)
Requirements
Do you have experience in Stakeholder management?, * Advanced knowledge of multiple computer-based systems, information technology management, and systems development methodologies including programming languages, systems analysis, and system testing.
- Knowledge of Agile methodologies, practices and techniques.
- Knowledge of IT system contracts, their awarding, implementation, oversight, and processes.
- Knowledge of personal computers and laptops, MS Windows, MS Office, MS Project, MS Visio, contemporary Web technologies, email clients, and a variety of other supported applications.
- Knowledge of systems testing and software quality assurance strategies, tools, technologies, processes, and methods.
- Ability to identify and analyze complex problems/issues, evaluate alternatives, develop and recommend effective solutions, and oversee planning and implementation.
- Significant senior level management skills and experience with responsibility for vendor provided systems and services in a large IT organization. Significant project / program / product management experience, especially in terms of planning, budgeting, monitoring, and recovery.
- Team-oriented interpersonal and communications skills, including ability to communicate clearly, both orally and in writing, with technical and business staff, contractors, suppliers, executive management, auditors, easily adapting to the needs of each individual audience., * Bachelor’s or Master’s degree in Computer Science, Information Systems, or Engineering (Experience in Computer Science, Information Systems, or Engineering can be substituted for education on a year-for year basis).
- 8 years or more of progressively responsible experience in Information Technology in the areas of software development, project management, contract management, or leading technical initiatives.
- Agile methodology experience in planning, developing, and implementing large scale, enterprise solutions.
Preferred
- Vendor contract operations implementation oversight preferred.
- State Agency experience preferred.
- 5 years or more supervisory or managerial experience.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
Selected candidates must be legally authorized to work in the U.S. without sponsorship.
Selected candidate must be willing to work from an HHS office located in Austin, designated by the hiring manager.
