Job description

A public sector client of ours in NYC is looking for a seasoned IT Infrastructure Engineer / Mainframe Systems manager to drive their Mainframe organisation. This position is a full-time, W2 role with their company based in the Manhattan area.

The IT Infrastructure Engineer / Mainframe Systems Manager is responsible for overseeing the day-to-day operations of the Mainframe Systems team within the Shared Systems Division for a public sector organization. This leadership role manages enterprise mainframe infrastructure, including IBM mainframe systems, subsystems, storage, program products, disaster recovery operations, and related technologies.

The role requires a highly motivated and experienced infrastructure leader capable of managing technical teams, coordinating enterprise-wide infrastructure initiatives, and ensuring system availability in accordance with service level agreements (SLAs). The individual will lead performance management, project planning, capacity planning, vendor management, disaster recovery coordination, and implementation of strategic infrastructure solutions.

This position requires strong technical expertise in enterprise infrastructure operations, excellent communication and leadership skills, and the ability to provide 24/7 operational support for critical production systems and scheduled maintenance activities., Team Oversight

  • Lead and manage the Mainframe Systems team to ensure enterprise infrastructure availability and operational stability.
  • Assign tasks, establish team and individual performance goals, and oversee staff performance management.
  • Provide leadership in z/OS administration, performance management, hardware configuration, and disaster recovery solutions.
  • Monitor daily operations and ensure issues are escalated and resolved appropriately.
  • Serve as a lead resource for disaster recovery planning and execution.
  • Research, evaluate, and implement strategic infrastructure and mainframe solutions.
  • Ensure compliance with organizational and departmental technical policies and standards.

Performance Monitoring & Capacity Planning

  • Analyze system performance and capacity utilization data.
  • Perform daily, monthly, and annual capacity planning activities for enterprise mainframe systems.
  • Recommend infrastructure enhancements to support growth and operational efficiency.

Project Planning & Execution

  • Lead projects related to hardware and software upgrades and infrastructure modernization.
  • Develop and manage project plans, timelines, and deliverables.
  • Coordinate team resources and collaborate with other departments to complete initiatives successfully.

Software & Technology Management

  • Track software releases, upgrades, and maintenance requirements.
  • Ensure enterprise systems remain current with supported technologies and security standards.
  • Evaluate emerging technologies and recommend solutions aligned with organizational needs.

Vendor & Stakeholder Management

  • Manage relationships with software and hardware vendors.
  • Coordinate with vendors for infrastructure planning, procurement, and capacity management.
  • Communicate effectively with internal departments, agencies, and technical support teams.

Documentation & Operational Support

  • Develop and maintain infrastructure documentation, procedures, and operational standards.
  • Ensure procedural documentation remains accurate and current.
  • Provide off-hours and 24/7 support for scheduled maintenance, upgrades, and critical production incidents.

Fiscal Planning

  • Develop infrastructure cost planning related to hardware and software lifecycle management, capacity growth, consolidation initiatives, and upgrade strategies.
  • Support budget planning activities related to enterprise infrastructure operations.

Requirements

  • Bachelor’s degree in computer science, Engineering, or a related technical field and 4 years of experience in datacenter engineering and operations, cloud engineering and operations, or complex IT infrastructure engineering; OR
  • Bachelor’s degree in any field and eight 8 years of experience in datacenter engineering and operations, cloud engineering and operations, or complex IT infrastructure engineering; OR
  • Equivalent combination of education and relevant experience.
  • 12 years of experience managing enterprise infrastructure operations, including system monitoring, troubleshooting, and operational support.
  • 12 years of experience supporting complex IT infrastructure environments, including datacenter or enterprise systems operations.
  • 8 years of experience with project planning, coordination, and implementation for infrastructure-related initiatives.
  • 8 years of experience performing infrastructure performance analysis, monitoring, and capacity planning.
  • 8 years of experience creating and maintaining technical documentation, procedures, and operational standards.
  • 8 years of experience working with cross-functional technical teams and coordinating enterprise support activities.
  • Ability to provide off-hours and 24/7 support for enterprise infrastructure operations and incident response., * 20 years of experience working as an infrastructure manager within large-scale enterprise environments.
  • 10 years of experience working with enterprise mainframe technologies, subsystems, and infrastructure operations.
  • 10 years of experience supporting IBM z/OS environments, including operating system administration, security, and performance management.
  • 10 years of experience supporting enterprise AIX, Linux, or Unix infrastructure environments.
  • 10 years of experience managing enterprise storage systems and datacenter infrastructure.
  • 10 years of experience performing infrastructure problem determination, root cause analysis, and issue resolution.
  • 10 years of experience leading technical teams and coordinating enterprise-wide infrastructure projects.
  • Strong interpersonal, organizational, verbal, and written communication skills.
  • Ability to quickly learn and implement emerging technologies and infrastructure solutions.
