Job description
The mission of the Office of Teaching and Learning (OTL) is to provide educators with curricular resources, academic programs, and aligned professional development to ensure rigorous and joyful learning experiences for every student. OTL team members support school-based staff in implementing DCPS’s existing academic programs while simultaneously working to rethink and redesign school programming, academic and curricular resources, and educator professional development.
The Division of Specialized Instruction (DSI) within the Office of Teaching and Learning works to provide a high-quality continuum of services in an inclusive environment so every student with disabilities is prepared for success in college, career, and life. The division works with schools to design, implement, and monitor programs and support for students with disabilities.
Divisions/Teams

The Related Services team (Assistive Technology, Audiology, Occupational Therapy, Physical Therapy and Speech-Language Pathology) is committed to increasing educational access and independence of every student in our schools by providing quality evidence-based interventions and supports to students through the provision IEP, 504 and RTI services.

The Transition team oversees the process of preparing students for life after they leave high school, including participation in post-secondary education or training, employment, and community living.

The Modified Instruction and Programming team oversees self-contained special education classrooms that implement a modified curriculum, including Communication and Education Support (CES), Independent Learning Support (ILS), Early Learning Support (ELS).
The team also manages the Extended School Year (ESY) and the Home and Hospital Instruction Program (HHIP).

The Inclusive Instruction and Programs team provides training, coaching, and actionable resources to build the capacity of all DCPS leaders and educators to effectively implement instructional practices that support the needs of all DCPS learners, including and especially those students receiving special education services, regardless of learning environment.

The Planning and Effectiveness team provides division-wide support in the areas of data- and evidence- driven decision making and progress monitoring, and budgeting and procurement.

The Resolution team ensures DCPS complies with IDEA by supporting schools through the due process complaint process and resolving special education disputes. In partnership with the Office of General Counsel, the team manages complaints, mediations, HOD implementation, and compliance with settlements, LODs, and OCR agreements.

The Non-Public and Central IEP team ensures the provision and progress monitoring of special education and related services for DCPS students placed in non-public and residential settings. It also leads Child Find activities for students enrolled in parentally placed settings and private schools.

The Monitoring and School Support team provides coaching and guidance to schools to ensure compliance with federal, state, and DCPS requirements. Through monitoring, data reviews, professional development, and technical assistance, the team strengthens school systems and improves outcomes for students with disabilities by translating policy into practice.

The Manager, Monitoring and School Support drives the effectiveness, compliance, and continuous improvement of special education programs through data-informed leadership and strategic coordination. This role facilitates data analysis to identify trends, set priorities, and improve service delivery while reducing legal risk. The Manager develops evaluation frameworks, monitors initiative progress, and partners with leadership to align goals and forecast priorities. The position leads the development of clear, consistent special education guidance and resources, and serves as a liaison among schools, families, and central offices to address concerns and strengthen school capacity. Additionally, the Manager collaborates with accountability teams to analyze performance data, supports decision-making, manages project timelines, and enhances systems for data management, communication, and program implementation. This position has been designated as Protection Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying protection sensitive positions are subject to the following checks and tests: Criminal background check; Sex Offender Registry check; Pre-employment drug and alcohol test; Traffic record check (as applicable); Reasonable suspicion drug and alcohol test; and Post-accident or incident drug and alcohol test.

Data, Monitoring, and Strategic Planning

Facilitate recurring data meetings to examine compliance and performance trends, establish measurable goals, and guide both short- and long-term strategic planning

Design and implement comprehensive evaluation frameworks to assess the effectiveness and impact of resources using findings to inform continuous improvement efforts

Monitor, analyze, and report on the progress of team initiatives and key projects using data systems, dashboards, and reporting tools

Collaborate with director to forecast priorities, set strategic objectives, and align team efforts with goals and accountability requirements

Synthesize complex compliance and performance data into clear, actionable insights that inform decision-making at both the school and central office level

Proactively identify emerging trends, risks, and needs through ongoing analysis of data and operational patterns
Program Management, Guidance, and Operations

Lead the development, revision, and alignment of procedures and guidance documents to ensure consistency with regulatory requirements and organizational priorities

Maintain and organize centralized resources, tools, and guidance materials to ensure accessibility, usability, and fidelity of implementation across schools

Oversee operational functions, including procurement planning and coordination, to support program implementation and professional learning needs
School Support, Capacity Building, and Professional Learning

Provide technical assistance and support to general level schools to strengthen implementation of special education procedural practices and improve student outcomes

Design, develop, and deliver high-quality professional development aligned to compliance requirements, data trends, and evidence-based practices

Support schools in using data and best practices to drive instructional and operational improvements in special education service delivery
Stakeholder Engagement and Communication

Serve as a central liaison among schools, families, and internal departments to ensure coordinated, responsive, and solution-oriented communication

Manage early dispute and stakeholder concerns by triaging issues, identifying appropriate points of contact, and facilitating timely responses

Requirements
Do you have experience in Training program design for professional development?, Do you have a Bachelor’s degree?, * Bachelor’s degree and four to six years of related work experience.
- Master’s degree preferred.
- Deep expertise in IDEA and special education obligations on both a federal and local level.
- Deep expertise in complex, courageous conversations with multiple stakeholders in challenging situations.
- Strong analytical skills with demonstrated ability to interpret, synthesize, and present data to inform decision-making and drive outcomes.
- Proficiency in using data systems and tools to monitor compliance, track performance, and identify trends.
- Strong organizational and project management skills, including managing multiple priorities and deadlines effectively.
- Exceptional written and verbal communication skills, with attention to clarity, accuracy, and audience.
- Designs and delivers original, high-impact professional development from the ground up, grounded in federal and District law, informed by current educational trends, and aligned with DCPS best practices to ensure coherence, compliance, and measurable impact on effectiveness.
