Analyst (Investigator) / Computer Systems Specialist

This position functions primarily as an Analyst, receiving, investigating, and evaluating complaints about the administrative acts of most government agencies and officials of the State of Hawaii. This position also includes the additional function of maintaining the office’s computer network, equipment, and software. Please note that this position is not a computer/network analyst position., Analysts are responsible for all aspects of complaint handling, including but not limited to intake, investigation, and making findings and recommendations. They interview complainants, agency officials, and witnesses; gather documentary and physical evidence relevant to a complaint; and review applicable laws, rules, court decisions, policies and procedures, etc. They must be able to identify the key issues of a complaint and develop an appropriate investigation plan. They must analyze the facts and evidence to determine if a complaint is substantiated, and if so, develop appropriate recommendations for the resolution of the complaint. Analysts are also expected to identify legal issues that may impact a case and advise the First Assistant and the Ombudsman. They also report to and advise the First Assistant and the Ombudsman on the status of ongoing investigations and assist in the preparation of the drafts for the annual reports and special reports. Analysts must have a working knowledge of the principles of public administration, functions and organization of State and county governments, and applicable laws and rules. They must be able to effectively communicate orally and in writing and be able to manage their workload independently to meet deadlines. Duties Summary for Computer Systems Specialist role (5-10 percent of the position): Under general supervision, maintains or assists in maintaining the security and integrity of the network, hardware, and software of the Office of the Ombudsman. The office uses a Hyper-V Failover Cluster consisting of two physical servers (nodes) running Windows Server 2025 Datacenter, with four virtual machines, including SQL Server and Exchange Server SE (on-premise). The essential functions include: maintaining the office’s network, servers, software, and Internet site; managing system backup and recovery; installing, configuring, and maintaining desktop computers, laptops, printers, and other related equipment; and providing staff training and assistance in the use of equipment and software. Also identifies, analyzes and researches solutions for simple to complex computer and network problems; assists in the analysis and selection of hardware and software; and develops proper documentation of processes.

KNOWLEDGE: Applicants should have an understanding of general investigation principles and research procedures, interviewing and report writing techniques, and the structure of Hawaii government.

SKILLS/ABILITIES: For the Analyst role, applicants should be able to work independently; be quick learners with good memory retention and recall; be detail oriented; have strong organizational skills; possess strong and effective listening, speaking, and writing skills; be able to write clear and concise reports; be able to analyze large amounts of oral and written data to identify key and relevant information; be able to deal with difficult individuals and situations; and be able to operate standard office equipment, including Windows-based computer equipment and software.

For the Computer Systems Specialist role, applicants should have sufficient knowledge to manage and maintain Windows-based virtual servers configured as a Hyper-V Failover Cluster, including SQL Server and Exchange Server, as well as on-premise backup programs such as Veritas Backup Exec and endpoint security programs such as ThreatDown.

EDUCATION: Bachelor’s degree from an accredited college or university. At the discretion of the Ombudsman, relevant work experience may be substituted for the education requirement.

EXPERIENCE: Two (2) years of progressively responsible work experience in conducting investigations that includes research and analysis is preferred. Previous experience dealing with the public and researching public inquiries is preferred. In addition, at least six (6) months of hands-on experience performing the duties identified for the Computer Services Specialist role is preferred.
