Job description

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant., We are seeking a data and records officer to join IBCA’s data directorate. Within this role you will play a key role in the gathering and processing of data to support internal teams. This role will cover various workstreams focused on the review and reconciliation of data and documentations across claims., * Manage an allocated workload, ensuring tasks are progressed to a high quality.

  • Working across Data Governance, Data Operations or other data functions to support the delivery of various workstreams.
  • Gather and review information and documentation to compile files or reconcile data for internal teams, taking responsibility for the quality of your work in accordance with organisational guidance.
  • Communicate professionally with individuals external to the organisation via a multi-channel service, building trusting relationships.
  • Work to tight timescales and adapt to requests from stakeholders to meet shared goals.
  • Support the review process for formal customer requests, ensuring they are decided in accordance with organisational policies and procedures, and prepare cases for escalation where necessary.
  • Signpost internal stakeholders to relevant support functions such as data and digital entities.
  • Foster an environment where colleagues' safety and well-being is promoted, adhering to Health and Safety procedures with knowledge of Equality and Diversity.
  • Highlight areas for improvement, such as enhancements to processes or the information provided, creating a vital link between data sources and organisational needs.

Requirements

Do you have experience in Presentation skills?, * Essential Criteria 1: The ideal candidate will have experience of reviewing, searching, retrieving and transferring documents and records safely, in compliance with organisational/regulatory standards both physically and electronically or worked in a governance function

  • Essential Criteria 2: Can demonstrate competent computer skills, including navigating document management systems, undertake searches across different systems to retrieve digital records and reviewing large amounts of information
  • Essential Criteria 3: Is comfortable working in a fast paced environment, with the ability to manage multiple tasks simultaneously, adapt quickly to changing priorities, and maintain a high level of accuracy under pressure.
  • Essential Criteria 4: Proven analytical and problem-solving skills to systematically undertake data quality assessments.

Desirable:

  • Has experience in using Google Suite, including but not limited to, Google Drive, Google Docs, Google Sheets and Google Mail to complete tasks.
  • Familiarity with data quality principles and experience with accurate, high-volume data entry.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

  • Communication and relationship building, Recent changes in skilled worker visa eligibility mean that a Skilled Worker must have a job offer in an eligible skilled occupation from a Home Office-approved sponsor. From 22 July 2025, the job must normally be skilled to level 6 (graduate level) on the Regulated Qualifications Framework for England and Northern Ireland, or the equivalent level in Wales or Scotland, or be included on either the Immigration Salary List or the Temporary Shortage List. Please be aware that if the role is not eligible for a skilled worker visa that we will be unable to provide sponsorship., Please note that this role requires SC clearance, which would normally need 5 years’ UK residency in the past 5 years. This may mean your security clearance (and therefore your appointment) will take longer or, in some cases, not be possible., Successful candidates must undergo a criminal record check. Successful candidates must meet the security requirements before they can be appointed. The level of security needed is security check .

About the company

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
