Job description

We are looking for an experienced and innovative Education and Learning Developer to lead the design, development and continuous improvement of Swim England's aquatic qualifications, certificates and learning programmes.

Working collaboratively with subject matter experts, educators, regulators and internal teams, you will ensure all learning programmes meet regulatory requirements, align with national frameworks and respond to the evolving needs of the aquatic sector. This role plays a key part in shaping future-focused education pathways that support participation, safety and excellence in aquatics., In this role, you will:

  • Lead the design, development and review of aquatic qualifications, certificates and learning programmes in line with regulatory and product development requirements.
  • Develop and review assessment strategies to ensure alignment with Swim England and regulatory expectations.
  • Support Centre Assessment Standards Scrutiny (CASS) processes to maintain robust centre-level assessment practices.
  • Collaborate with subject matter experts, educators and industry stakeholders to inform curriculum development.
  • Ensure consistency and quality of technical content across all programmes, maintaining version control and adherence to brand and policy standards.
  • Map programmes to national frameworks, occupational standards and sport requirements.
  • Analyse product performance using demand and uptake data, implementing improvements where required.
  • Work with digital teams to develop online learning and assessment solutions.
  • Contribute to the development and review of education policies and procedures.
  • Support training and standardisation of educators, consultants and approved training centres.
  • Work with the Regulations and Standards Manager to identify and mitigate regulatory risks throughout the product lifecycle.

Requirements

Essential:

  • Experience developing educational programmes and assessments, including digital learning platforms.
  • Knowledge of qualification development requirements for regulatory bodies (e.g. Ofqual, Qualifications Wales).
  • Excellent communication skills, with the ability to explain complex material to diverse audiences.
  • Proven experience managing relationships with internal and external stakeholders.
  • Ability to influence and gain buy-in across teams and partners.
  • Strong Microsoft Office skills and confidence using digital tools.
  • Experience managing multiple projects within budget and deadlines.
  • High attention to detail for regulated documentation and product plans.
  • Ability to identify and apply robust, evidence-based research.
  • Strong proofreading skills and consistent application of standards and brand guidelines.

Desirable:

  • Experience developing regulated qualifications.
  • Project management experience.
  • Knowledge of education and qualifications within the sport and leisure sector.
  • Knowledge of swimming and aquatic disciplines
