DSEC are an electrical and mechanical contractor to Network Rail, currently holding 2 framework contracts for the Eastern Region. DSEC also hold a Principal Contractor Licence, enabling us to discharge the duties of a Principal Contractor on Network Rail Managed Infrastructure.
With in-house expertise spanning Electrical, HVAC and Fire protection services, we also offer specialist solutions through our extensive network of trusted suppliers. These include auto doors, CCTV, security access control and more.

The Role
The HSQE managers role at DSEC is an exciting opportunity for the right individual to lead and manage the Compliance function of the business. Responsibilities of the role include ensuring adherence to regulations and industry standards, management of the Principal Contractor License and Integrated Management System and ensuring its continued compliance to ISO 9001, ISO 14001 and ISO 45001.
Experience with aspects of the role detailed below are essential, however there are training opportunities within this role as it develops and grows with the business. The role is empowered to identify areas for process enhancement and driving initiatives to improve the effectiveness and sustainability of operations.
Based out of our offices in Leeds, we work on Network Rail property maintenance and rail projects across the London North Eastern & East Midlands Route. The ability to work confidently alone and as part of a friendly team will be essential.
This office-based role (with occasional site visits), * Lead HSQE activities across all Network Rail projects in the Eastern Region.
- Maintain, develop, and audit the company's Integrated Management System (ISO 45001, ISO 9001, ISO 14001).
- Provide HSQE mentorship, guidance and support to Project Managers, Site Supervisors and operational teams.
- Review, approve and support the development of Risk Assessments, Method Statements and COSHH registers
- Plan and perform site safety inspections, audits and behavioural safety tours.
- Lead accident, incident and close-call investigations, delivering root-cause analysis and improvement actions.
- Ensure compliance with Network Rail standards, CDM 2015, and all statutory HSQE requirements.
- Support RISQS audits, Network Rail audits and PCL compliance processes.
- Drive engagement in safety campaigns, toolbox talks, and HSQE briefings across operational teams.
Requirements
Do you have a valid Driving License license?, Do you have experience in Root cause analysis?, * NEBOSH Diploma (or equivalent Level 6 H&S qualification).
- Membership of IOSH (GradIOSH or CMIOSH).
- Strong background in rail, civil engineering or infrastructure HSQE management.
- Working knowledge of ISO 45001, 9001 and 14001 and experience as an Internal or Lead Auditor.
- Experience reviewing and improving RAMS, COSHH and site-based HSQE documentation.
- Strong understanding of UK H&S legislation, CDM 2015 and Network Rail safety standards.
- Excellent report writing, communication and stakeholder-management skills.
- Full UK driving licence and willingness to occasionally attend project sites across the Eastern region., * PTS (Personal Track Safety) and valid Sentinel card.
- Environmental qualification (e.g., IEMA Certificate).
- Experience supporting RISQS audits or managing compliance for a Network Rail Principal Contractor.
