The ASC Business Systems and Digital Team exist to uphold the integrity of Adult Social Care business systems. We work with colleagues across the council to ensure that ASC systems are fit for purpose, have the most efficient and effective processes, and are well maintained for frontline staff. Information quality drives everything we do and systems training, and support provided by the team ensures that staff can easily record the right information in the right place at the right time. We are forward thinking and look to utilise technology / software developments to enhance systems so that staff can best serve the residents of Surrey.
Our systems include large case and financial management applications (System C), integrated reablement, brokerage and market management tools, and a host of other small but essential systems that help staff deliver for residents.
For local government reorganisation the team will have a key role in the development of solutions to transition the systems we currently use into the new authorities. Our frontline staff will need to have systems that work seamlessly from day one. This will be complex and fast paced work for the next 12 months requiring resilience and attention to detail as we work together to prepare whilst maintaining our business-as-usual activities.
About the Role
As an ASC LGR Systems Implementation Lead, you will manage and deliver key work packages that support the safe and legal transition to two new authorities, working with teams at pace to deliver implementation plans for safe and legal IT systems across five work packages.
The role involves leading working groups by planning and delivering tasks that keep work packages on track, alongside overseeing IT system implementations through clear planning, documentation and guidance. This includes managing cut over and go live activity and ensuring that testing frameworks for system access and permissions are effective.
Acting as a key link between the directorate and technical teams, the postholder ensures statutory compliance is maintained during transitions. They keep reporting teams informed of timelines and changes so that reporting continues uninterrupted, while supporting staff across the directorate to prepare for system changes by working closely with trainers, managers and communications teams.
Requirements
In order to be considered for shortlisting, your application will clearly evidence the following skills:
- Degree qualified, or significant vocational experience demonstrating development through involvement in a series of progressively more demanding relevant work/roles.
- Experience and knowledge in large complex business systems in a social care environment (ideally System C). Experience will include the whole systems life cycle of development, configuration, testing, implementation and support.
- Experience of managing the delivery of systems change projects to a large workforce.
- An understanding of Adult Social Care legislation and key statutory reporting and compliance requirements is desirable.
- A confident and strong communicator with negotiation and influencing skills to work with multiple stakeholders across a range of different business areas with differing levels of technical knowledge.
- You will be meticulous in your attention to detail, curious when considering solutions, able to see the wider picture, flex work priorities when required and committed to delivering at pace.

Benefits & conditions
The starting salary for this role is £47,142 per annum, based on a 36 working hour week.
Within our Adult Social Care Business Systems and Digital team, we have two vacancies for LGR Implementation Leads, which are offered as fixed term contracts to end March 2027. For SCC permanent team members, this role will be a secondment.
These roles will work as part of our team to support the Devolution & Local Government Reorganisation programme - the largest change to the local government landscape in 50 years.
