Job description

As Asset Data Officer, you too can make a powerful contribution. You'll be ensuring that the Directorate's decisions, investments and services are underpinned by accurate, high-quality data and reliable systems. You'll be joining the Housing Directorate, which delivers essential services to residents across the City, managing a diverse portfolio of over 21,000 homes.

You'll improve the quality of our asset and compliance data and support the development of our housing IT systems. You'll also ensure performance information is accurate and useful to the service, and that it is clearly communicated. Across the Directorate, you'll support user training, deliver technical guidance, help troubleshoot data or system issues. Working collaboratively with colleagues at all levels, you'll influence decisions, challenge assumptions and help ensure our data practices are secure and GDPR-compliant. Overall, you'll support better decision-making, smooth delivery and consistent standards.

You'll deliver our Asset Data Strategy, which will use insight from across the Directorate to drive a joined-up approach to data management and future investment planning. We'd also appreciate your input in wider policies and strategies.

You'll act as the first point of contact for system and data queries, ensuring our housing data systems and modules run efficiently, effectively, and are easy for staff to use. Through discussions with others, you'll identify opportunities for digital innovation and data-led solutions. We'd also like your support for benchmarking exercises to compare performance and data quality with peers and national standards.

We're a dynamic, forward-thinking place to work. You'll be encouraged to develop, grow and be valued for your contribution.

Requirements

We're looking for someone who can confidently extract data and then present the information to a range of people, including non-specialists and members of the public. You'll have written complex reports that draw on multiple data sources - but with information presented in a straightforward way, ready to be used for business decisions. In other words, you're a strong communicator with excellent data analysis and interpretation skills.

A proven problem-solver, you've co-developed and implemented solutions with stakeholders, including ones that aren't in your immediate area of responsibility.

You'll bring a clear demonstrable knowledge of data quality standards and effective data management practices. You're familiar with data governance, security, and audit standards including GDPR, ICT security, and audit requirements. You can use data visualisation tools, Excel, databases or housing-related systems. An understanding of relevant health and safety and housing legislation is also useful.

To do well here, you'll rely on strong organisational and time management skills, with the ability to meet competing deadlines. You've delivered excellent customer service in a fast-paced environment before.

Due to the nature of our work, you'll be able to maintain confidentiality, sensitivity and professionalism when handling personal or politically sensitive data.

We're interested to see any relevant qualifications. Equivalent professional experience in data, systems or business analysis also works for us.

About the company

THE EXTRAORDINARY STORY OF KATE'S PASSION FOR NUMBERS AND PEOPLE. Housing in Westminster City Council is a world of extraordinary stories. Where dedicated and compassionate professionals bring everything to their work. Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate's an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster's encouragement, as well as her own hard work and determination, she's gained professional qualifications and taken on a series of increasingly stretching roles. Today, we depend on Kate's analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes - from roofs and windows to kitchens and bathrooms. Kate's committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data. More than that she understands the disruption renewal work entails. So when an elderly resident's family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident's disability needs. Kate's worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that's gathered, she makes a vital contribution to forward planning for large-scale capital renewal works., Westminster is an amazing place. We are home to more than 200,000 residents from all backgrounds, over 50,000 vibrant and vital businesses and three-quarters-of-a-million people work in Westminster. Westminster City Council's strategy is to work towards a Fairer Westminster. A Fairer Westminster is one in which our communities are at the heart of our decision-making and help to determine the city's future. By working directly with our communities and other partners, we can build a more inclusive city that celebrates our diverse communities, and where residents, workers and visitors from all backgrounds will feel welcome and safe. At Westminster City Council, we pride ourselves on being an inclusive workplace and employer of choice. We encourage and welcome applications from people from all backgrounds and aim to have a workforce that, at all levels, represents the communities we serve. We champion equality, diversity, inclusion and wellbeing and aim to create a workplace where everyone feels valued, has a sense of belonging and is empowered to be their best, that is the Westminster Way.
