The Compliance Product Strategy & Programs team at Coinbase is looking for a Technical Program Manager to drive our Compliance Data Integrity and Travel Rule programs. You will build the program management infrastructure for compliance data governance, establishing sources of truth, driving data quality monitoring, standing up data contracts between producer and consumer teams, and ensuring compliance data is trusted, audit-ready, and meets regulatory obligations. This is a data-intensive program management role that sits at the intersection of Engineering, Data, Product, and Compliance. A successful candidate will need to be an independent utility player who can create structure from ambiguity, proactively build cross-functional relationships, and drive execution across multiple engineering and data teams., * Lead large scale programs that are crypto-focused, technical, Compliance related, and cross functional in nature
- Drive the Compliance Data Integrity program to build durable infrastructure for compliance data governance, including centralized data quality issue tracking with severity-based SLAs, data control standards for compliance control owners, and Source of Truth governance
- Support the Travel Rule compliance program, coordinating regulatory requirements across jurisdictions and driving the integration of Travel Rule data into transaction monitoring, investigation, and screening systems
- Team with internal and external stakeholders (Product, Engineering, Data Science, Legal, Compliance, Customer experience, Enterprise Technology, International Operations)
- Set cross functional business objectives, align cross-functional teams, and execute from design and technical implementation
- Be accountable for roadmap delivery including adoption and success criteria as defined in collaboration with your stakeholders
- Plan, scope, resource, coordinate, communicate status, manage risks and track progress across multiple product workstreams
- Create and support cross functional program deliverables including program plans, quarterly objectives and associated initiatives, BRDs, PRDs, TDDs, product launch approval, incident statusing etc.
- Support the Compliance incident management process and ensure issues are properly documented, tracked and resolved according to our compliance policies
- Monitor program status, identify issues / risks, succinctly communicate issues, and proactively collaborate to ensure timely resolution
- Work closely with product and engineering teams throughout the product development lifecycle to resolve blockers, address questions, balance between functionality and user experience
Requirements
- Must have 6+ years of experience working with consumer products as a technical program manager across domains including product, engineering, business operations or strategy
- Demonstrated experience leading data-related programs - such as data governance, data quality, data architecture, data lineage, data migration, or reporting infrastructure programs
- Experience balancing product and business priorities with operational requirements
- Experience with product development life cycle and or product operations
- Strong analytical and problem solving skills to quickly diagnose complex issues and address compliance exposures
- Excellent communication and stakeholder management skills
- Proven experience solving for tradeoffs between operational requirements and user experience
- Ability to identify, resolve technical and functional risks/issues
- Ability to adapt quickly to evolving program needs while effectively navigating Coinbase teams across Product, Engineering, Legal, Compliance and CX
- Experience working in a global, large-scale, complex, and fast-paced environment
- Bachelor's degree in finance, computer science, engineering, economics or related field
- Demonstrates the ability to responsibly use generative AI tools and copilots (e.g., LibreChat, Gemini, Glean) in daily workflows, continuously learn as tools evolve, and apply human-in-the-loop practices to deliver business-ready outputs and drive measurable improvements in efficiency, cost, and quality., * Familiarity with modern data stack tools: Snowflake, SQL, Looker, data catalogs (DataHub/Amundsen), data observability platforms, Linear, Jira
- Experience with data contracts, data quality SLAs, or data governance frameworks (DMBOK, BCBS 239, or similar)
- Experience in FinTech, financial services, or regulated industries where data integrity has regulatory/audit implications
- Experience with compliance domains: KYC, BSA/AML, OFAC, transaction monitoring, sanctions screening
- Background at data-centric or cloud companies (Snowflake, Databricks, Stripe, Robinhood, AWS, etc.) or top-tier consulting
- MBA or advanced certifications in program management (PMP/PgMP) or data management (CDMP)
