Job description

We are looking for a Senior Oracle Applications DBA to provide Business-as-Usual operational support for a mission-critical Oracle E-Business Suite (EBS) HCM application for a UK public sector client. Accountable for availability, performance, security, patching, monitoring, incident/problem/change management, and payroll-critical run assurance across production and non-production environments., As a Senior Oracle EBS Applications DBA (HRMS-focused), you'll be the technical owner for day-to-day stability of EBS HCM applications, ensuring payroll and HR services run reliably to published operational windows. You will provide senior escalation for P1/P2 incidents, lead root cause analysis, and drive continuous service improvements. You will be part of the team responsible for keeping HR/Payroll stable and compliant through legislative change and peak payroll periods. You'll own platform operations end-to-end and partner with HR/Payroll stakeholders, infrastructure, security, and suppliers to deliver safe, auditable changes and maintain compliance with client governance structure.

Responsibilities:

  • Lead and support Oracle EBS R12.x Applications DBA services for HRMS modules (Core HR/Payroll/Absence/Pension/SSHR/OTL/Interfaces as in scope) within UK public sector environments.
  • Support payroll-critical events (cut-off, pay-day processing), including concurrent manager stability, throughput monitoring, and rapid remediation.
  • Manage EBS services (OACORE, Forms, OAF, Workflow, Concurrent Managers) and maintain configuration integrity via AutoConfig.
  • Administer WebLogic/OHS components, SSL/TLS certificates (as applicable), load handling, and service restarts under controlled procedures.
  • Support and troubleshoot Workflow mailers/notifications, self-service performance, and concurrent request failures.
  • Plan and deliver Oracle DB PSUs/CPUs and EBS patches; for 12.2, manage ADOP online patching cycles.
  • Execute clones/refreshes for multiple environments from PROD with data protection and masking where required
  • Perform DBA duties: RMAN backup/restore, capacity management, performance tuning, and proactive housekeeping.
  • Troubleshoot locking, wait events, long running SQL, and batch contention during payroll peaks; coordinate with functional/technical teams for resolution
  • Implement and validate maintenance plans: statistics, index strategy, archivelog management, space forecasting and remediation.
  • Provide Oracle Database (12c/19c) administration in support of EBS HRMS: patching/upgrades, RMAN backup/recovery, AWR/ASH diagnostics, and RAC/Data Guard operations.
  • Enforce least privilege access for DBA/Apps accounts; manage privileged credentials using approved controls.
  • Ensure operational activities align with client's information governance and GDPR-aware handling of personal data
  • Support HRMS integrations and data movement (SSO/identity, payroll/finance feeds, extracts/reports), including scheduling, connectivity and error handling controls.
  • Maintain runbooks, back-out plans, evidence capture, and post-implementation reviews
  • Maintain DR readiness: recovery procedures, DR environment currency, and scheduled DR test execution/support.

Requirements

  • Should have Minimum of 10-12+ years of experience in on-prem environments supporting HR/Payroll-critical operations ideally within the public sector.
  • Candidate should have strong hands-on expertise in Oracle EBS R12.x architecture and administration (preferably 12.2) on IBM AIX and/or Linux in large multi-tier enterprise platform.
  • Strong Oracle Database administration (RMAN, performance tuning, troubleshooting, capacity planning).
  • Ability to lead P1 resolution calmly under payroll cut-off pressure and document clear RCA outcomes.
  • Experience working in regulated environments with audit, access control, and change governance
  • BAU support capability for SOA/BPEL and BI: service monitoring, log interpretation, and escalation
  • Strong Linux/Unix administration skills and scripting (Shell/Perl/Python) to automate operational tasks and improve reliability.
  • Exposure to hybrid integration patterns and transformation programs (Coexistence with cloud HCM, identity/SSO integrations, API gateway/REST/SOAP troubleshooting, and data readiness controls)
  • ITIL service management discipline (incident/problem/change), with strong stakeholder communication.

Preferred

  • EBS 12.2 ADOP online patching hands-on (including troubleshooting adop failures and patching best practices).
  • RAC/ASM and Data Guard administration and DR rehearsal leadership.
  • Experience with OEM plus enterprise monitoring/log analytics (e.g., Sciencelogic, Netcool).
  • Scripting capability (Shell/PLSQL) for automation, compliance checks, and operational tooling.
  • Exposure to infrastructure: Linux hardening, network basics, load balancers, certificate lifecycle.
  • Familiarity with EBS (HCM)-typical integrations (file transfers, extracts, payroll costing feeds) and batch scheduling
