Job description

Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is aligned to the Data Roles Family, is a Data Engineer role at Senior level, but carries the title Power BI Developer within DTS., As a Power BI Developer you will work with a wide range of stakeholders such as performance leads, service owners, product managers, delivery managers, analysts and engineering managers, all of whom share a vision for improving public services through better insight, monitoring and performance management. You will turn complex data into clear, actionable dashboards and metrics that support decision making and continuous improvement.

You will develop and support performance dashboards and reporting products that help teams understand service health, trends and outcomes. These dashboards will be used to monitor operational performance, track key performance indicators (KPIs) and highlight risks and opportunities for improvement., Power BI Desktop and Power BI Service to develop, publish and maintain performance dashboards and reports.

DAX and Power Query (M) to create robust measures, calculations and data transformations.

Data modelling & architecture using star schema design and well-structured enterprise datasets.

SQL to query, validate and optimise data from relational data sources Azure data platform services (e.g. Azure SQL, Synapse, Data Lake) Data pipelines and orchestration tools (e.g. Azure Data Factory) Secure connectivity patterns including on-premises data gateways Power Platform (e.g. Power Automate) to enable alerts, workflow integration and operational insight

Monitoring and logging tools to track dataset refresh, report performance and service availability.

Approved development environments (e.g. Windows or virtual desktop)

In addition, we use a range of other tools and continue to evolve our approach to performance monitoring, insight and service optimisation to deliver better services to our users.

As a Power BI Developer in HMCTS you will:

  • Design, build and maintain Power BI dashboards and reports focused on service performance, operational metrics and monitoring.
  • Work with stakeholders to understand performance questions, define KPIs and translate user needs into clear reporting requirements.
  • Create and optimise semantic models and DAX measures that are accurate, performant and reusable across dashboards.
  • Develop data transformations and refresh processes, ensuring data quality, lineage and appropriate documentation.
  • Implement role-based access control (RLS) and follow MoJ information security and data handling policies, including secure management of sensitive data.
  • Monitor and improve the performance, reliability and usability of dashboards, including refresh performance and user adoption.
  • Support and maintain reporting products in live environments, investigating issues and fixing faults using modern troubleshooting techniques.
  • Apply user-centred and accessibility-minded design principles so dashboards are easy to interpret and usable by a broad range of colleagues.
  • Work collaboratively in agile delivery teams, contributing to planning, estimation, prioritisation and continuous improvement.
  • Guide and advise others on Power BI good practice (including modelling, DAX and visualisation standards) and mentor more junior colleagues.
  • Work with engineers and analysts to integrate new data sources and improve end-to-end observability and performance monitoring.
  • Contribute to procurement and assurance activities where required, and identify, record and escalate technical debt and risks., The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) - See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location's respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Requirements

  • Strong experience delivering Power BI dashboards, reports and datasets in a professional environment.
  • Strong knowledge of data modelling concepts (for example star schema, snowflake schema) and best practice for semantic models.
  • Strong knowledge of DAX, including performance optimisation, measure design and time intelligence patterns.
  • Experience using Power Query (M) and building reliable data transformation steps, with an understanding of query folding where applicable.
  • Good SQL skills and experience working with relational databases and/or data warehouses.
  • Experience implementing and managing access controls in Power BI (for example workspaces, permissions and row-level security).
  • Experience working with data refresh strategies (including incremental refresh), gateways and connectivity to multiple data sources.
  • Understanding of data quality, metadata and documentation, and a commitment to producing maintainable analytical products.
  • Experience of working in agile delivery teams and collaborating with multidisciplinary stakeholders.
  • An understanding of common security, privacy and ethical considerations when working with operational and performance data, and how to mitigate risks.

  • You solve problems in a systematic way and are motivated by making a positive impact on the communities we serve., We're seeking a Power BI Developer with the ability to develop and support high-quality performance dashboards and metrics. The ideal candidate will have:
  • Experience designing and delivering dashboards for performance monitoring, operational insight and KPI reporting.
  • Strong Power BI skills, including DAX, Power Query and semantic modelling (datasets).
  • Experience working with SQL and integrating data from multiple sources (for example databases, APIs and files).
  • Experience of dashboard performance optimisation, including model design, measure optimisation and refresh strategies.
  • Experience of working with stakeholders to define metrics, validate definitions and ensure dashboards answer real user needs.
  • An understanding of common security and data handling requirements and how to apply them in reporting solutions.

The national salary range is £42,914 - £46,182, London salary range is £49,325 - £53,081. Your salary will be dependent on your base location, The MoJ offers a range of benefits:

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years' service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
