Provides leadership and oversight to the enterprise systems team, managing on-premises, hybrid, and cloud-based business applications, servers, databases, and related services. Ensures high availability, security, performance, and compliance of critical City systems supporting municipal operations, while supervising staff, managing projects, and aligning IT with departmental and City of Bryan goals. Essential Job Functions
- Provides leadership and oversight to the enterprise systems team responsible for supporting, integrating, and optimizing the City's portfolio of business applications, infrastructure platforms, and enterprise data services.
- Directly supervises enterprise systems personnel, including hiring, training, performance evaluations, coaching, mentoring, assigning and tracking work tasks to ensure timely completion and quality, and taking appropriate disciplinary actions when necessary.
- Ensures the reliability, security, and performance of critical municipal systems while guiding modernization efforts, including cloud services, automation, and data-driven decision support. Works closely with City departments to understand operational needs, rapidly develop solutions, and continuously improve the City's technology ecosystem.
- Leads technical evaluations, RFP development, vendor selection, and post-implementation reviews for hardware, software, and cloud services.
- Maintains oversight of the City's portfolio of enterprise applications and supporting platforms, ensuring interoperability, data integrity, and alignment with City business processes.
- Oversees administration, configuration, upgrades, patching, and support of enterprise systems, including servers (Windows/Linux), virtualization, databases, business applications, backups, and hybrid/cloud platforms (e.g., Microsoft Azure/Entra ID, Microsoft 365).
- Manages disaster recovery, business continuity planning, regular testing, and incident response for critical systems.
- Monitors system performance, capacity, security vulnerabilities, and emerging threats; implements proactive fixes, patches, and mitigation strategies in line with industry standards (e.g., NIST, CJIS where applicable).
- Provides technical leadership, mentoring, and guidance on system implementations, configurations, and troubleshooting.
- Leads technical response during complex system incidents or cross-platform issues; rapidly diagnoses root causes and coordinates resolution across internal teams and vendors.
- Analyzes operations and business processes, recommends improvements, and collaborates with other IT teams and City departments to enhance service delivery and efficiency.
- Participates in IT budgeting, vendor/contract management, and procurement.
- Performs related duties as required and maintains regular, prompt attendance., * Directly supervise enterprise systems staff by assigning tasks, coordinating daily activities, motivating, providing coaching and mentoring, reviewing work quality, and conducting performance evaluations.
- Supports City initiatives related to automation, data integration, analytics, and emerging technologies that improve operational efficiency and service delivery.
- Lead effectively during high-pressure situations, such as major incidents, system outages, or emergencies, while maintaining composure and a professional demeanor.
- Stay current with evolving technologies, industry trends, and emerging cybersecurity threats, adapting systems and practices accordingly to maintain security and operational effectiveness.
- Exercise sound judgment in evaluating situations, making decisions, anticipating and resolving issues and problems, while maintaining attention to detail and accuracy.
- Organize workload, establish priorities, meet established deadlines, and provide effective project planning and administrative oversight throughout the project lifecycle.
- Maintain strict confidentiality of sensitive information, exercising discretion and sound judgment in all communications and actions.
- Interpret, explain and ensure compliance with City and department rules, regulations, and policies.
- Serves as a primary IT liaison to City departments for enterprise systems, helping translate operational needs into technical solutions and improvements with all levels of City staff, 3rd party vendors and the general public.
- Provide management with clear, accurate, and constructive advice and information related to job responsibilities, systems operations, and technical decisions.
- Analyze a variety of administrative problems and make sound policy and procedural recommendations., Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 50 pounds. Working Conditions Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment. There will be the occasional need to work in outside weather conditions; including extreme temperatures. Equipment Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: computers (mid-range, personal and/or client/servers including related software), printers, telephone systems, fax, copier, scanner, computer, calculator, and vehicle. Requirements
Do you have a Master's degree?, * Bachelor's degree in Computer Science/Engineering, Information Systems, or related field of study plus at least four (4) years of progressive IT related experience; OR a Master's degree plus at least two (2) years of experience as listed above.
- Must possess previous leadership, supervisory, or management experience in a computer related field; at least two (2) years is preferred.
- Must possess demonstrated experience in supporting business enterprise applications, endpoint device management, hardware/software troubleshooting, and supporting hybrid network environments (including LAN/WAN connectivity, virtualization, and cloud-integrated infrastructure).
Equivalent combinations of education, experience, certification, and training may also be considered. Knowledge, Skills & Abilities Knowledge of:
- Modern enterprise technologies, including hybrid cloud environments (e.g., Microsoft Azure Government integration), AI-driven tools and services, virtualization platforms, database management, and containerization basics.
- AI-driven automation, intelligent process automation, advanced analytics, intelligent reporting, and decision intelligence to streamline IT operations, enhance predictive capabilities, and support data-informed municipal decisions.
- Cybersecurity frameworks (NIST AI Risk Management Framework and Zero Trust principles) and compliance requirements (CJIS, TPIA, ADA, and related standards), including secure AI deployment practices to protect sensitive City data and ensure responsible use.
- ITIL or similar service management practices, enhanced by AI for ticket automation, incident prediction, self-service chatbots, and proactive service delivery.
- IT project management principles, practices, and methods, incorporating AI-assisted planning, risk assessment, resource optimization, and lifecycle oversight.
- Disaster recovery, security, and business continuance methodologies and procedures, leveraging AI for anomaly detection, automated failover testing, threat prediction, and rapid recovery orchestration., * Develops and maintains documentation, system architecture diagrams, and operational knowledge to reduce institutional dependency on individual staff members.
- Demonstrated leadership and mentoring abilities with a proven track record of developing and guiding team members.
- Excellent written and verbal communication skills, with the ability to convey information clearly and effectively to diverse audiences.
- Strong interpersonal and customer service skills, with extensive experience in public contact and building positive relationships.
- Highly effective planning, organizational, problem-solving, and time-management abilities, with a focus on achieving results efficiently.
Licenses, Certifications & Special Requirements
- Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
- Provides 24×7 on-call support in a rotating basis and after-hours support; must be able to respond and escalate within posted time constraints.
- Must be able to access Texas Criminal Justice Information Services (CJIS) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
- Must be able to work in the United States without requiring visa sponsorship, now or in the future.
Benefits & conditions
- The City of Bryan IT Department provides a Certificate Pay Program (CPP). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services.
- Receive up to $450/month in certification pay for qualifying certificates. (Ex: ITIL Foundation, Project+, Network+, Security+, etc.)
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
