Job description

This position supports the Workflow Intent Team effort on and Intelligence Community (IC) program at Fort Meade, MD, responsible for the full stack development of cloud-based applications and microservices. The Agile Developer will contribute across the entire software delivery lifecycle - from requirements analysis and system design through implementation, testing, documentation, and team lead responsibilities - within a classified, on-site operational environment. The role requires an active TS/SCI, a FS Polygraph, and a Counterintelligence (CI) investigation completed within the last 5 years. The incumbent will serve as senior developer who brings proven experience across cloud-native development, CI/CD, and Agile delivery in DoD or IC programs. At Level 3, this position expects a practitioner with 9+ years of experience (BS) or 7+ years (MS) who can lead development activities at the appropriate process level, engage constructively with system engineers and stakeholders, and drive both technical execution and software quality improvements. All work is performed on-site in a classified facility at Fort Meade. This position requires direct employment with EmergeATS (client subsidiary). No sub-to-sub arrangements., Agile Software Development and Team Leadership

  • Deliver software iteratively within an Agile development model using sprints, continuous delivery, and release planning practices
  • Serve as team lead at the level appropriate to the software development process being used on the project
  • Communicate and collaborate effectively with team members, system engineers, and program stakeholders
  • Provide recommendations for improving documentation and software development process standards
  • Contribute to system requirements decomposition and release planning activities

Full-Stack Cloud Application Development

  • Develop cloud-based applications and microservices across the full stack - front-end, API layer, and backing datastores
  • Design and code new software or modify existing software to add new features
  • Develop or implement algorithms to meet or exceed system performance and functional standards
  • Develop software solutions by analyzing system performance standards, conferring with users or system engineers, and investigating problem areas through analysis of systems flow, data usage, and work processes
  • Design, develop, and modify software systems using scientific analysis and mathematical models to predict and measure outcome and consequences of design
  • Modify existing software to correct errors, adapt to new hardware, or improve performance

Java and JavaScript Development

  • Develop applications using Java and JavaScript frameworks including React
  • Build and maintain Spring Boot microservice components following 12-Factor application principles
  • Implement JSON and/or BSON serialization patterns across microservice and API layers
  • Integrate existing software into new or modified systems or operating environments

CI/CD Pipeline and Build Management

  • Implement CI/CD principles utilizing GitLab, Maven, Jenkins, and Nexus
  • Build and maintain containerized delivery pipelines using Kubernetes and Docker
  • Automate build, test, and deployment processes to support continuous delivery within a classified environment
  • Manage infrastructure-as-code using Terraform and document APIs using Swagger

Database and Data Management

  • Design or implement complex database or data repository interfaces and queries
  • Develop data queries for existing or proposed databases or data repositories
  • Work across modern datastore paradigms including NoSQL, relational, and object storage
  • Apply AWS managed services for data persistence and retrieval in cloud-native application architectures

Testing, Debugging, and Documentation

  • Debug existing software and correct defects across application layers
  • Assist with developing and executing test procedures for software components
  • Write or review software and system documentation to program standards
  • Develop and maintain automated test frameworks and apply test automation practices consistent with Agile CI/CD workflows
  • Apply familiarity with FOSS and GOTS tools appropriate to the classified IC development environment

Requirements

Education: Bachelor's degree from an accredited college in Computer Science, Software Engineering, Information Technology, or a related technical discipline (or equivalent experience/combined education in lieu of degree). Master's degree accepted with reduced experience requirement (see below). Experience: 9+ years of relevant software development experience with a Bachelor's degree, OR 7+ years with a Master's degree, in DoD/IC classified development environments., * Active TS/SCI clearance, FS Polygraph, and Counterintelligence Investigation completed within the last 5 years

  • Demonstrated proficiency in Java, JavaScript frameworks, specifically React
  • Experience with GitLab for version control and CI/CD workflows
  • Experience with Maven as a build automation tool
  • Experience with Jenkins for continuous integration pipeline management
  • Experience with Nexus repository management
  • Experience with modern datastores including NoSQL, relational, and object storage paradigms
