Job description

Noblis is seeking an experienced Enterprise Systems Engineer with a strong background in Independent Verification and Validation (IV & V) testing to work in a dynamic mission-oriented environment within Bethesda, Maryland. The Enterprise Systems Engineer - IV&V is responsible for independently assessing large-scale systems to ensure they meet technical, functional, and business requirements across the enterprise. This role leads or partners in the planning and execution of IV&V activities, providing objective evaluations of system performance, compliance, and readiness. A successful candidate will collaborate with stakeholders to deliver risk-informed insights that enhance system quality, interoperability, and alignment with enterprise goals., + Establish integration testing process and methodology.

  • Support and recommendations for requirements management process.

  • Provide assessments of policies, plans, and requirements and recommend appropriate responses to address any issues surfaced to ensure comprehensive planning across communities of interest.

  • Assist government clients with developing programmatic goals and objectives, schedules, and reports to high-level government managers.

  • Review and assess implementation plans to identify issues early in the plans.

  • Develop and review presentation materials to communicate enterprise objectives and goals.

  • Maintain schedules with significant milestones to enable accurate tracking along critical paths.

  • Facilitate and resolve problems within working groups to ensure completion of goals and objectives and communicating progress to executive management.

  • Develop and/or maintain guiding documents, such as mission service transition plans, and CONOPs.

  • Identify integration risks and perform IV & V testing.

Requirements

  • Must be a U.S. citizen and have an active Top Secret Clearance with SCI and CI Polygraph.

  • Typically requires a BS degree and 8+ years of prior relevant experience OR Masters with 6+ years of prior relevant experience.

  • Experience performing detailed risk assessments and traceability analyses to verify system integrity, functionality, interoperability, and security across multiple systems and platforms.

  • Experience developing IV&V plans, test strategies, and evaluation criteria in alignment with enterprise architecture and stakeholder expectations.

  • Experience performing IV & V testing to include evaluating and reporting on system readiness, deficiencies, and non-conformances to leadership, program managers, and technical stakeholders.

  • Experience assessing and validating technical requirements and providing enterprise-level insights and recommendations to improve system quality, reliability, and performance throughout the system lifecycle.

  • Experience collaborating with enterprise architects, program managers, developers, and QA/test teams to ensure validated systems support long-term business and technical objectives.

  • Experience maintaining documentation and audit trails in compliance with enterprise standards, industry regulations, and contract requirements.

Desired Qualifications

  • Understanding of systems engineering processes, including requirements analysis, system architecture, integration, testing, and lifecycle support.

  • Knowledge / use in IV&V standards, frameworks, and methodologies (e.g., IEEE 1012, CMMI, ISO/IEC 12207).

  • Knowledge / use of enterprise architectures (e.g., TOGAF, DoDAF) and system interoperability principles.

  • Knowledge / use of Model-Based Systems Engineering (MBSE) tools and techniques (e.g., SysML, Cameo, MagicDraw).

  • Familiarity with automated testing tools, configuration management, and CI/CD pipelines in enterprise environments.

  • Certifications such as INCOSE CSEP, PMI PMP, ITIL, or TOGAF.

Benefits & conditions

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Posted Salary Range

USD $146,200.00 - USD $228,400.00 /Yr.
