Job description
The City of Decatur is seeking a highly skilled Enterprise GIS Coordinator to lead and advance the City's Geographic Information System (GIS) environment. This role serves as the City's primary GIS administrator and technical leader, responsible for managing enterprise spatial data, maintaining the ArcGIS platform, and delivering mapping and data solutions that support City operations and decision-making. Working within the Information Technology Department, the Coordinator collaborates with departments across the organization to integrate GIS into business systems, develop modern mapping tools, and ensure high-quality geospatial data that improves efficiency, transparency, and service delivery., + Administer and maintain the City's ArcGIS Enterprise and ArcGIS Online environments, including system configuration, security, user access, upgrades, and performance monitoring.
- Monitor GIS system health, troubleshoot technical issues, and coordinate with vendors and IT staff to resolve problems.
- Evaluate emerging GIS technologies and recommend improvements aligned with City goals.
Spatial Data Management & Standards
- Manage and maintain enterprise spatial datasets, including addressing, parcels, infrastructure layers, and other core geospatial data.
- Establish and enforce spatial data standards, metadata requirements, and quality control procedures.
- Develop and maintain GIS policies, procedures, and documentation to support consistent enterprise use.
Systems Integration & Application Development
- Collaborate with IT and departmental system owners to integrate GIS with enterprise systems such as asset management, permitting, ERP, and public safety applications.
- Develop and maintain web maps, dashboards, mobile apps, and other GIS tools for internal users and the public.
- Perform advanced geographic analysis and produce maps, reports, and data products to support operational planning and decision-making.
Collaboration, Training & Support
- Provide technical guidance and best practices to departmental GIS users and specialists across the organization.
- Coordinate acquisition and integration of GIS data from county, state, regional agencies, and vendors.
- Provide training, user support, and assistance with GIS-related requests from staff and the public.
- Serve as a liaison with external agencies on GIS standards, data sharing, and regional initiatives.
- Support GIS needs related to emergency response and operational planning.
Requirements
- Bachelor's degree in Geographic Information Systems (GIS), geography, computer science, information technology, urban planning, or a closely related field.
- Five years of progressively responsible GIS experience, including administration of enterprise GIS environments.
- Municipal or public sector GIS experience preferred.
Technical Expertise
- Strong knowledge of ESRI ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Online platforms.
- Experience with geodatabase design and management.
- Knowledge of relational databases such as SQL Server and GIS data structures.
- Experience integrating GIS with enterprise systems and applications.
- Experience managing authoritative spatial datasets such as addressing, parcels, and infrastructure layers.
Analytical & Application Development Skills
- Skills in GIS analysis, spatial modeling, and cartographic design.
- Experience developing web-based mapping applications, dashboards, and mobile GIS tools.
- Ability to manage multiple technical projects and priorities effectively.
Leadership & Communication
- Ability to lead cross-departmental initiatives through collaboration and influence.
- Strong problem-solving and analytical reasoning skills.
- Ability to communicate complex technical information to non-technical audiences.
- Commitment to maintaining data integrity, accuracy, and enterprise standards.
Preferred Certifications
- GIS Professional (GISP)
- ESRI Technical Certification (Enterprise Administration or related)
- Project Management Professional (PMP)
- Relevant database or cloud certifications
NOTE: Valid Illinois driver's license also required. Equivalent combinations of education and experience that demonstrate the required knowledge and skills will be considered., Employees must reside within 50 miles of Decatur's corporate limits within 12 months of appointment.

SICK LEAVE: 10 days of sick leave credit on first day of employment; thereafter 1 day per month granted, accumulative to 240 days
VACATION: After completion of six months of continuous service, 5 duty days; 3 weeks after 1 year of service; 4 weeks after 10 years of service; 5 weeks after 20 years of service; 1 additional duty day per year after 25 years of service (to a maximum of 30 duty days)

PENSION: Employees of the City of Decatur contribute to the Illinois Municipal Retirement Fund (IMRF) at the rate of 4.5% per pay. The City of Decatur also contributes a percentage for the employee each pay. Employee contributions are refundable if employment ends before retirement.
OTHER: The City offers a three-tier health insurance plan for employees and their dependents. Employees contribute toward the monthly premium for single coverage and/or family coverage through payroll deduction. The City provides a life insurance policy at one times the annualized salary plus an additional $5,000 at no cost to the employee. Dependent coverage is offered. Employees may purchase additional term life on a voluntary basis. Employees also may purchase additional term life insurance sponsored by IMRF. Employees may contribute to a Flexible Spending Account for Medical and/or Dependent Care Expenses. Employees may participate in a voluntary group dental and vision insurance plan. Deferred compensation is also available.
