Job description
- Codes, tests, and debugs complex application programs to create new business applications and interfaces or maintains/modifies existing business applications according to program specifications.
- Develops work plans and technical documents covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system.
- Develops specifications for complex systems.
- Performs unit and modular and integration testing for complex application development/modification.
- Writes and executes programs to extract, transform, and load data for more complex system conversions.
- Performs quality assurance functions.
- Prepares, reviews, and validates technical documents and user manuals.
- Leads in the identification, analysis and resolution of complex application problems.
- Participates in developing application development methodologies and standards.
- Reviews and monitors vendor performance to ensure projects are on time, within budget, and according to specifications.
- May oversee installation of application software.
- May lead an application project team.
- May develop functional requirements.
- May develop solicitation documents such as requests for information, requests for proposals, requests for quotes, statements of works.
- May perform database management related activities for a specific application.
- May develop quality assurance procedures., During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

Option I: Two (2) years of full-time, paid experience within the last three (3) years at the level of Los Angeles County class of Application Developer II*. One (1) year of this experience must have been working with an enterprise-scale information management system.
Option II: Five (5) years of full-time, paid experience within the last six (6) years coding, testing, integrating, and debugging application programs. One (1) of this experience must have been working with an enterprise-scale information management system.

Considerable ambulation may be involved., + Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
- Two (2) years of experience within the last three (3) years designing, configuring, extending, and supporting enterprise or SaaS application platforms.
- Two (2) years of experience working for a public services or non-profit agency.
- Two (2) years of experience within the last three (3) years designing, building, and maintaining web applications using all of the following technologies to support Homelessness Services systems within a public agency:
- ASP.NET
- C#
- VB.NET
- HTML/CSS
- JavaScript

Two (2) years of experience within the last three (3) years using Python to design, build, and maintain cloud-based platforms.

Two (2) years of experience within the last three (3) years working on web applications that assist in providing outreach services for people experiencing homelessness and aid in their housing application process, such as LAHSA's LA-HOP, RMS, and/or UHA.

Two (2) years of experience within the last three (3) years integrating Homeless Information Management System (HMIS) database information within web applications.
