We are committed to helping them achieve their highest potential and independence through innovative and individualized approaches that promote learning and personal fulfillment., The Onboarding Manager leads the strategy, design, implementation, and continuous improvement of onboarding across Woods System of Care. During the initial 2-5 month inception phase, this role is responsible for defining and standardizing onboarding practices across all affiliates, assessing current-state processes, and building a scalable, centralized onboarding structure. This position will play a critical role in ensuring the new Human Capital Management (HCM) system is configured to effectively support onboarding workflows, compliance, documentation, reporting, and employee experience. Following the initial design and implementation period, the Onboarding Manager will transition into ongoing operational leadership of a centralized onboarding function, ensuring consistency, compliance, efficiency, and a positive new hire experience across the organization. Phase I: Onboarding Strategy, Assessment & Build (expected to last 2-5 Months)
- Defines "onboarding" for Woods System of Care, including scope, standards, compliance requirements, and employee experience expectations across all affiliates.
- Conducts a comprehensive assessment of current onboarding practices, workflows, documentation, systems, and compliance procedures.
- Identifies gaps, redundancies, risks, and opportunities for standardization and efficiency.
- Develops and presents recommendations for standardizing onboarding processes across affiliates while allowing for necessary programmatic differences.
- Designs and documents standardized onboarding workflows, roles and responsibilities, service level expectations, and compliance checkpoints.
- Builds and defines the structure of a centralized onboarding team, including role clarity, workflows, and performance metrics.
- Partners with HR, IT, Payroll, Compliance, and affiliate leadership to ensure alignment and integration of onboarding processes.
- Serves as the onboarding subject matter expert during implementation of the new HCM system; ensure workflows, compliance tracking, document management, reporting, and automation capabilities support defined onboarding practices.
- Assists in data migration, testing, workflow validation, and user acceptance testing related to onboarding functions within the HCM system.
- Collaborates with HR and Training teams to develop training materials and deliver training to HR staff, hiring managers, and onboarding team members regarding new processes and systems.
Phase II: Ongoing Duties and Responsibilities
- Leads, supervises, coaches, mentors, and evaluates the performance of onboarding team members.
- Integrates existing onboarding functions across affiliates into a centralized onboarding team and model.
- Ensures consistent, compliant, and timely onboarding for all new employees, interns, volunteers, contractors, and staffing agency personnel.
- Assists with New Employee Orientation as needed and continuously evaluates program and gives feedback to improve content and delivery.
- Performs routine audits to ensure applicant and new employee compliance with required documentation, screenings, licenses, credentialing, and trainings.
- Conducts and oversees pre-employment screenings, including fingerprinting and required background checks.
- Administers required screenings for candidates working with specific populations (Diana screen, etc) and maintain scheduled appointments.
- Ensures Social Security Number verifications are completed.
- Ensures indexing, scanning, auditing, and maintenance of new hire documentation within the HR systems.
- Ensures new hire data is accurately and promptly shared with all required departments.
- Conducts audits, at least quarterly, to ensure compliance, accuracy, and consistency across affiliates.
- Provides follow-up on all outstanding documentation to ensure that information for Personnel Files is received timely, is accurate and up-to-date
- Collaborates with HR data and analytics team to identify and track metrics related to onboarding and retention trends.
- Develops, maintains, and analyzes metrics and key performance indicators for the Onboarding team as a whole, and for individual team members.
- Conducts internal trainings to reinforce screening, hiring, and onboarding processes.
- Ensures timely completion and submission of all documentation, paperwork, and invoices.
- Initiates and manages Employee Recruitment Incentives as scheduled.
- Supports Affirmative Action compliance and documentation.
- Assists in maintaining HR policies, procedures, job descriptions, and job competencies.
- Maintains confidentiality of all sensitive information.
- Assists the Director and Vice President, Employee Support Services, as needed.
- Performs other duties as assigned.
Requirements
Do you have a valid Driver's License license?, Do you have a valid Senior Professional in Human Resources certification?, Do you have experience in Onboarding process management?, Do you have a Bachelor's degree?, * Bachelor's Degree in Human Resources, Business Administration, or a related field required.
- Minimum of 4 years of progressive HR experience required, with at least 2 years of experience leading or managing onboarding functions.
- Experience in process design, system implementation (HCM/HRIS), and multi-site or
- affiliate-based organizations strongly preferred. Supervisory experience preferred.
SKILLS, KNOWLEDGE AND ABILITIES
- Strong working knowledge of Federal, Pennsylvania, and New Jersey labor and employment laws and regulations, including I-9 compliance requirements.
- Strong computer proficiency, including Microsoft Office Suite and HR technology systems.
- Ability to operate a copier, fax, scanner, and telephone.
- Ability to concentrate, demonstrate initiative, manage competing priorities, and use independent judgment to accomplish results.
- Excellent verbal and written communication skills.
- Strong project management, organizational, and analytical skills.
- Ability to sit, stand, bend, push, pull, and lift up to 20 pounds. Sits for extended periods to input information. Cognitive, verbal, and manual skills necessary. Hearing and visual acuity necessary; corrective devices acceptable. Must be able to work under required deadline schedules, while being flexible to special requests and projects. Must be able to professionally handle stressful situations.
- Experience designing, documenting, and improving HR processes is preferred.
- Must possess a valid driver's license and be able to travel to various Woods System of Care locations.
- Professional certifications in Human Resources (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent) are a plus.

Salary: Starting at $80000 depending on education / experience
