Job description

  • The hiring committee will decide if interviews will be conducted in person at the College or via Zoom. Travel expenses for first-level interviews are not reimbursed by the College. Second-level travel reimbursement is only available for eligible candidates. Supervision Received and Exercised Supervision Received From: Assistant Superintendent/Vice President, Finance & Administrative Services

Supervision Given: Assigned managerial, supervisory, and classified, hourly, and volunteer employees Duties and Responsibilities Essential responsibilities and duties may include, but are not limited to, the following:

  1. Performs full supervisory activities in accordance with relevant District policies, procedures, and applicable employee contracts/handbooks, which includes selecting and training new employees; planning, assigning, scheduling, and evaluating completed work; approving overtime/compensatory time; preparing and signing employee performance evaluations; recommending reclassifications; responding to grievances and taking appropriate disciplinary action; and performing related supervisory activities.
  2. Plans, manages, coordinates, and evaluates business and support functions and activities of Information Services, including planning, budget, coordinating with human resources, procurement, contract administration, work planning and management, reporting, customer service and related matters; provides leadership in the operations and activities of administrative applications, cybersecurity, telecommunications, network infrastructure, data center technical services, desktop and student computing lab support, help desk services and telephone operations; evaluates and reports on department operations and assesses needs and improvement opportunities.
  3. Participates in and oversees development and implementation of goals, objectives, policies and priorities for Information Services; recommends and administers department, division and District policies and procedures; monitors and evaluates the efficiency and effectiveness of department work and procedures; recommends appropriate service and staffing levels; monitors facilities infrastructure and coordinates the resolution of facilities and equipment repair and maintenance needs by Facilities staff and/or outside resources.
  4. Manages the development and tracking of the Information Services budget; works with the Vice President and other division administrators throughout the budget development process in forecasting funding needs for staffing, equipment, materials and supplies; analyzes department expenditure estimates, requests and proposals, identifies issues and concerns and advises on appropriate actions; prepares and processes budget transfers, contracts and other budget adjustments.
  5. Collaborates with internal departments and offices regarding the interpretation and implication of Federal, State, and local regulations, policies, and procedures; formulates strategies to assure compliance with applicable regulations, policies, and procedures.
  6. Directs and participates in the compilation, development, review, and dissemination of a variety of complex narrative and statistical reports regarding department operations and activities.
  7. Directs the planning, development, analysis, programming, implementation, and management of the District's IT systems and administrative applications; monitors user satisfaction levels and directs the planning and implementation of appropriate service level and performance adjustments.
  8. Directs the planning, development, design, implementation, and management of the District's telecommunications systems and 24/7 network infrastructure operations.
  9. Directs the planning, development, implementation, and management of the District's enterprise information security and cybersecurity programs; sets security standards and access controls, ensures compliance, and oversees risk, audits, incident response, and security awareness.
  10. Directs project planning and management, change management, quality control, workload performance standards, risk assessment, and procurement of technology resources; sets project priorities and assigns programmatic areas of responsibility to staff; reviews and evaluates work methods, assesses needs and procedures to determine end user satisfaction, reviews project activities to assure progress toward objectives; directs and implements approved system and/or project changes.
  11. Formulates and recommends strategies to acquire and implement IT systems and technology solutions.
  12. Directs all phases of equipment, software and systems purchases, and operations and maintenance to meet the operational needs of the department and District.
  13. Directs and participates in the preparation of all requests for proposals (RFPs) or other bids for engineering, technical and business operations/equipment and guarantees appropriate administrative signoffs; negotiates and maintains all relevant contracts and agreements and ensures adherence to established codes and regulations.
  14. Oversees the development and distribution of clear and concise work plans and reports to all required entities.

Marginal Functions:

  1. Provides responsible staff assistance to the Assistant Superintendent/Vice President, Finance and Administrative Services.
  2. Participates in/on a variety of committees, task forces, boards, meetings, and/or other related groups in order to receive and/or convey information.
  3. Participates in shared governance through service on planning and/or operations committees and task forces.
  4. Performs related duties and responsibilities as required.

Working Conditions Environmental Conditions: Office environment; exposure to computer screens. Physical Conditions: Essential and marginal functions require mental and physical fitness to perform necessary job functions with or without accommodation; may require maintaining physical condition necessary for ambulating for extended periods of time; visual acuity to read printed materials and computer screens. Requirements

To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

  • Experience: Six years of information technology experience, including two years of supervisory experience.
  • Note: For work experience, a "year" is defined as equivalent to 40 hours per week for 12 months. If the position requires supervisory experience, the experience must be at a professional level (i.e. evaluation and/or discipline of staff).

AND

  • Education/Training: A bachelor's degree from an accredited college or university in computer science, information technology, or a related field.

Benefits & conditions

$13,661.86 [step 1] - $16,643.61 [step 5]. Step placement may be negotiable dependent upon education and experience. Administrators that possess earned doctorates from accredited institutions are awarded an annual stipend of $1,842.81., Full-time employees receive fully-paid benefits including medical, dental, and vision insurance for employees and dependents; life, disability, and long-term care insurance; and sick leave, vacation and paid holidays. All full-time classified administrators are enrolled in PERS (Public Employees Retirement System). Primary Function Manages, plans, coordinates, and administers day-to-day operational activities for Information Services; assists in and performs operations functions including planning, budget, oversight of contracts, coordinating with human resources, procurement and customer service; provides management direction and leadership to ensures the District's information technology (IT) systems and administrative computing environment are stable, reliable, and secure; performs strategic planning in support of advancements in information technology and telecommunications systems; and provides project management for implementation of enterprise applications.
