Network as a Service (NaaS) is an internally developed platform that modernizes network configuration and security policy management through automation. It is a core component of Mastercard's zero trust strategy and enables network micro-segmentation across global data centers.
The NaaS platform spans software engineering, network operations, security, and infrastructure teams and operates at high scale with strict reliability and security requirements. This role sits at the center of that system, driving delivery across teams that own control planes, automation pipelines, operational tooling, and customer-facing workflows.
We are seeking a Lead Technical Program Manager to own execution for complex, cross-team initiatives that are foundational to how NaaS is built, operated, and scaled.
About the role Own end-to-end delivery of large, cross-team initiatives from planning through production and steady-state operations Drive planning, sequencing, and execution readiness across multiple engineering and operations teams Proactively manage dependencies, risks, and escalations, ensuring teams stay aligned and unblocked Establish predictable delivery using clear milestones, metrics, and execution governance Act as the primary point of accountability and source of truth for program status, scope, and delivery health Coordinate retrospectives and drive concrete follow-up actions that improve delivery, reliability, and team effectiveness Identify system-level inefficiencies across the program and propose practical improvements to processes, tooling, or ways of working Own and improve shared delivery and operational processes such as deployments, incident response workflows, vulnerability reviews, and automation-driven operations Communicate clearly and consistently with engineers, product partners, operations, and senior leadership using data appropriate to the audience Develop a deep understanding of the NaaS platform, business strategy, and technical trade-offs to be credible and influential with senior engineers and architects It is not expected that any single candidate will have expertise across all areas. Requirements
Proven experience operating autonomously across multiple teams with strong judgment and execution leadership Experience delivering large-scale enterprise technical programs from inception through production, with measurable outcomes Experience with Jira project management software and familiarity with Aha! road mapping tools is considered a plus. Additionally, a strong background in agile delivery models such as Scrum and Kanban is highly valued, particularly with demonstrated ability to adapt these frameworks to suit the end-to-end delivery of large, cross-team initiatives. Works with multiple scrum/delivery teams to build/improve ways of working and identify and mitigate risks or issues that may impact the plan Technical program delivery experience. Ability to break down complex problems, plan realistic execution paths, and keep teams focused on outcomes Demonstrated ability to help teams and stakeholders make trade-off decisions across business goals, technical strategy, customer experience, and long-term maintainability Track record of using metrics to drive execution predictability, continuous improvement, and delivery confidence Strong relationship-building and influence skills across engineering, security, infrastructure, and operations teams Experience in payments, infrastructure platforms, or large-scale distributed systems is a strong plus Familiarity with CI/CD pipelines, microservices APIs, SQL databases, and operating production systems in a DevOps model is a plus

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Pay Ranges O'Fallon, Missouri: $122,000 - $207,000 USD
