Job description
We are seeking a Project Manager with 2-5 years of Oil and Gas experience to support the development and execution of a wide range of pipeline projects involving Natural Gas, CO , and Liquid Products. Typical projects include, but are not limited to, pipeline relocations, removals, and associated facility work., * Provide leadership and direction to project teams consisting of internal and external resources, including Project Engineers, Encroachment stakeholders, Operations Engineers, and Environmental Engineers.
- Ensure all required project documentation is completed in accordance with Corporate, Federal, State, and other regulatory requirements.
- Establish and manage project controls for assigned projects.
- Prepare accurate monthly project cash-flow forecasts.
- Work effectively with a wide range of individuals with varying backgrounds, skill levels, and personalities, demonstrating professionalism and tact.
- Develop project alternatives, cost estimates, budget requests, schedules, material requisitions, and contract specifications for pipeline relocation projects.
- Coordinate encroachment design and construction activities with Operations, field personnel, Procurement, Engineering, ROW, Permitting, EH&S, Control Center, and Integrity to ensure the safety and reliability of the pipeline network.
- Review and approve encroachment inquiries, including drawings, load-stress and vibration calculations, anomaly evaluations, and coordination with Damage Prevention for facility location.
- Ensure compliance with regulatory requirements and industry standards for facilities constructed near company assets.
- Manage and prioritize multiple projects and inquiries simultaneously.
- Communicate project status, risks, and developments to management in a timely manner.
- Prepare accurate monthly status reports for encroachment projects.
- Adapt to shifting priorities and take on new projects with short notice.
- Job level will be determined based on experience and skill set., * Responsible for managing projects through contractors and cross-functional teams without direct supervisory authority.
Requirements
- Bachelor's degree in Engineering from an accredited institution is required. Equivalent industry experience may be considered.
- Preferred disciplines include Mechanical, Electrical, Civil, or Chemical Engineering.
Experience & Knowledge
- Minimum 2 years of practical engineering experience in pipelines, petroleum terminals, or utility operations.
- Working knowledge of regulatory requirements and industry standards, including 49 CFR Part 192/195 and API 1102.
- Experience managing small to large projects or portions of larger projects under guidance from senior engineers.
Certifications & Licenses
- Must possess and maintain a valid driver's license and meet company insurance requirements.
Competencies & Skills
- Strong understanding and application of engineering principles.
- Analytical problem-solving skills.
- Ability to conduct feasibility studies, develop cost estimates, and establish engineering criteria.
- Proven ability to coordinate and manage projects effectively.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), including advanced Excel capabilities.
- Experience with project scheduling software (Microsoft Project, Primavera, etc.).
- Strong verbal and written communication skills.
- Ability to work collaboratively and accept direction.
Physical Demands
- Ability to climb tank stairs and walk on uneven surfaces along pipeline rights-of-way or at field facilities.
Benefits & conditions
- Position is based at the Houston Headquarters and is eligible for a hybrid work schedule.
- Primarily office-based, with required outdoor work during project and maintenance activities.
- Frequent after-hours contact from contractors and inspectors is expected.
- Must be available for extended hours and short-notice travel during emergencies.
- Travel up to 30%, including overnight stays.
