GENERAL DESCRIPTION: Perform moderately complex (journey-level) consultative services and technical assistance work within the Enterprise Data Office. This role is responsible for the oversight of agency-wide records management program, ensuring compliance with state statues while providing consultative services and technical assistance to divisional leadership. Work under general supervision, with limited latitude for the use of initiative and independent judgement.

Monitor agency Records Management Program. Coordinates review and approval disposition logs and audits. Ensures compliance with state statues and agency policy.

  1. Collect and validate data for divisional reports under the Records Management Program. Compiles metrics for the Public Safety Commission report as it related to records and data destructions. Prepares monthly performance updates as requested.

  2. Manage records management and storage workflow. Coordinates complex disposition logs and audit reviews and approvals. Ensures adherence to TSLAC requirements, state statutes and agency policy.

  3. Assist with the development and revision of policies specifically related to records and storage. Reviews internal procedures for efficiency. Ensures records policies align with agency and technology standards.

  4. Serve as a subject matter expert for Records Management. Provide technical assistance to staff and Records Management Liaisons.

  5. Manage the divisional records request inbox. Analyzes inquiries to identify program trends or compliance gaps. Provides technical expertise on retention, destruction, and storage.

  6. Conduct studies on the effectiveness of storage and records programs. Develop training materials for staff. Facilitates educational sessions on records best practices.

  7. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  8. Perform other duties as assigned.

Requirements

Education - High School diploma or equivalent is required. A Bachelor's degree with a major or coursework emphasis in Information Management is preferred.

Experience - Minimum of two (2) years' experience performing program management, policy development, or records management work. Knowledge of the legislative process and the ability to interpret and implement state statutes is preferred. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Critical Organizational Infrastructure requirements - This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (SharePoint) and be able to learn new software/systems.

Schedule and Travel -This position may have the ability to telecommute based on the needs of the division/agency. Travel statewide up to 10%.
