Reporting to the Director of HR Systems and Services, the HR Records Lead and Senior Data Analyst will oversee data quality, integrity and usability for internal and external reporting purposes; compiling and analyzing human resources data for use by Human Resources and other operational units; and developing and implementing significant information management, assessment and reporting capabilities within Human Resources and operational units. Will operate with significant independence, assume responsibility for most projects, and work under general direction for the remainder. Essential Job Duties
- Assists with general day-to-day operations for the Scholars and Staff Records Management team such as leading weekly team meetings, distributing assignments, and helping prioritize workload.
- Provides problem resolution to complex issues.
- Develop and implement process improvements, maintain procedures and ensure alignment with department policies
- Participate in the oversight of Human Resources data for use in planning, reporting, analysis, assessment, decision-making and monitoring trends.
- Participate on-going analysis and assessment of Human Resources data management practices to enhance the reliability, validity and integrity of Human Resources data. Assessment and analysis will include identification of important actionable data and problem data sets and development of strategies for improved data management, reporting compliance and ongoing data assessment.
- Act as the primary interface with customers to formulate/ define systems scope and objectives; facilitate, negotiate and capture requirements for complex reports and enterprise/stand-alone applications
- Produce budget reports for Human Resources organization, including departmental budgets
- Build customer partnerships and collaborations with division partners to provide data for special projects, reports, and regulatory needs.
- Produce complex reports, extracts, and graphs using information from multiple sources for use by Human Resources and operational units in planning, reporting and fulfilling compliance requirements.
- Produce reports required for compliance, including Affirmative Action, IPEDS and other Federal reporting projects as requested.
- Perform statistical and administrative analyses of Human Resources data and other data to assist with institutional planning.
- Participate in initiatives with Human Resources staff and operational units to streamline information/data workflow processes and optimize productivity and self-sufficiency in data reporting, while increasing data reliability and integrity.
- Provide training opportunities to coworkers within the organization to facilitate their implementation of reporting tools and utilities and increase their independence as key users.
- Participate in system implementations which includes but is not limited to, requirements gathering, analyzing, planning, design, configuration, testing, deployment, roll out and maintenance of various complex Human Resources enterprise/stand-alone software, in coordination with Institutes technical team(s).
- Exercise judgment and discretion in selecting and developing methods, techniques, and criteria for solving unusual and highly complex problems.

Requirements
- Bachelors Degree.
- 3+ years of experience in data analytics.
- Superior skills in the management and distribution of information/data.
- Deep, demonstrated experience presenting and interpreting data for constituents.
- Excellent project management skills.
- Excellent analytical, problem solving and information/data management skills including the collection and use of institutional data for institutional planning and reporting, decision-making and ensuring data integrity.
- Strong ability to compile information from multiple sources using database management and reporting tools into comprehensible summary reports and analyses for use by a variety of audiences.
- Knowledge of statistical and research procedures and the ability to use a variety of software programs for administrative and research applications including design, analysis, database management and report preparation.
- Strong ability to work with all levels of employees and management across the institution.
Preferred Qualifications
- Caltech experience preferred.
- Masters Degree.
- Knowledge and understanding of Human Resources-related reporting compliance issues is strongly preferred.
- Strong knowledge of Higher Education processes, practices, policies and procedures.
- Oracle EBS HRMS experience and/or familiarity strongly preferred.
- Familiarity with Taleo, UKG, OBIE or SplashBI reporting tool preferred.
Benefits & conditions
$134,300 - $140,000 per year
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
