About the job We are actively recruiting for this role to fill an existing vacancy. This position is needed to own the technical blueprint and functional alignment of Twilio's Talent Acquisition and Performance Management ecosystems. This role is the bridge between program strategy and technical execution. You will partner closely with System and Program Owners to ensure that configurations and AI-driven insights directly meet our talent program objectives.
Responsibilities In this role, you'll:
- Build and maintain partnerships with System and Program Owners to manage expectations and drive cross-functional consensus, ensuring all technical configurations align with talent program objectives.
- Serve as the primary functional expert for Talent and Recruiting systems, translating program requirements into technical specifications.
- Partner with PlatformSystem Leads and Program Owners to ensure system configurations are scalable, compliant, and aligned with the long-term talent strategy.
- Lead functional testing, User Acceptance Testing (UAT), and post-cycle retrospectives to ensure every talent cycle meets the defined program objectives.
- Establish and maintain robust technical documentation and translate complex technical constraints into clear business risks and opportunities for Talent and Recruiting leadership., We prioritize connection and opportunities to build relationships with our customers and each other. For this role, you may be required to travel occasionally to participate in project or team in-person meetings.

We are always looking for people who will bring something new to the table!, * 7-10 years of experience as an HRIS Architect, Systems Consultant, or Technical Product Owner specializing in Talent systems.
- Deep Functional Expertise: Proven experience in Talent & Performance (specifically Succession and Talent Reviews) and Recruiting modules.
- Compliance: Knowledge of global data privacy regulations (e.g., GDPR) as they relate to talent acquisition and performance data.
- Systems Thinking: Proven ability to align complex, global talent programs with enterprise system architecture.
- Operational Excellence: Strong background in technical governance, change management, and risk mitigation in a high-growth environment.
Desired:
- Configuration or architectural skills in Workday (Talent, Performance, and Recruiting).
- Experience with Eightfold AI or similar talent intelligence platforms to drive program enablement and insights.
- Experience collaborating with multiple stakeholders or System Leads in a shared-ownership environment.

Compensation *Please note the salary range information provided applies only to candidates residing in California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Washington D.C., and Washington State due to local requirements. Compensation for candidates in other locations will be discussed during the hiring process. Please note that hiring for this role is not restricted to the locations listed above.
The estimated pay ranges for this role are as follows:
- Based in Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont or Washington D.C. : $128,560.00-$160700.00.
- Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $136,000.00- $170,000.00.
- Based in the San Francisco Bay area, California: $ 151,200- $189,900.00.
- This role may be eligible to participate in Twilio's equity plan and corporate bonus plan. All roles are generally eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate's starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
