Job description

The Chief Information Officer (CIO) provides strategic leadership for all technology operations, data systems, and digital infrastructure across the district. This role shapes how technology supports teaching, learning, and district operations from network security and enterprise systems to data governance and analytics. The CIO leads a team responsible for maintaining reliable, secure systems while building and supporting the data infrastructure needed for classroom and business use as well as to inform decision-making at every level of the organization., 10. Effectively utilizes consultants and student workers, as appropriate, to meet project deadlines.

  1. Communicates project status through clear and effective reporting.
  2. Anticipates future organizational technology needs by participating in district and building-level meetings.
  3. Functions both as a collaborative team member and as a technical authority, as appropriate.
  4. Allocates and reassigns staff across buildings based on workload demands.
  5. Effectively manages districtwide technology inventory, including all district-owned/ managed devices.
  6. Effectively and efficiently manages the technology department budget., * Develops and executes a comprehensive technology strategy aligned with district goals and educational priorities.
  • Leads digital transformation initiatives to improve operational efficiency and enhance student outcomes.
  • Advises the Superintendent and Cabinet on technology investments, risks, and opportunities.
  • Collaborates with curriculum, instruction, and operations leaders to ensure technology supports teaching and learning.
  1. Technology Operations and Infrastructure
  • Oversees enterprise systems, including student information systems (SIS), learning management systems (LMS), communication tools, and business applications.
  • Manages network infrastructure, servers, firewalls, cloud services, and disaster recovery systems.
  • Leads cybersecurity efforts, including threat assessment, incident response, and user training.
  • Ensures reliable technology support across classrooms, administrative offices, and district facilities.
  • Oversees device deployment and lifecycle management for students and staff.
  • Manages vendor relationships, RFP processes, E-Rate compliance, and contract negotiations.
  • Develops, implements, and monitors long-range plans to improve operations.
  • Maintains a district-wide inventory of all technology equipment, peripherals, and software in compliance with applicable regulations.
  1. Network Administration Services
  • Monitors and maintains communication network operations.
  • Troubleshoots network hardware, software, and transmission issues.
  • Serves as the district's network administrator and decision-maker.
  • Installs and supports local and wide area network hardware and software.
  • Coordinates with external service providers in accordance with contracts and Board policies.
  • Plans, implements, and maintains voice and data telecommunications systems.
  1. Disaster Recovery and Support Services
  • Develops and implements system and data backup and recovery procedures.
  • Establishes and maintains a district-wide disaster recovery plan.
  • Conducts periodic testing of disaster recovery procedures.
  • Maintains a user-centered service delivery model.
  • Keeps stakeholders informed of technical issues and resolutions.
  • Maintains systems to track service requests, repairs, and resolutions.
  • Builds and maintains strong relationships with external vendors.
  • Provides backup support to IT staff as needed.
  1. Security Management (IT and Facilities)
  • Develops, implements, and maintains a comprehensive district-wide technology security plan.
  • Evaluates system functionality to ensure adequate security controls.
  • Serves as the district's security administrator for both IT and safety and security systems.
  1. Training and Supervision
  • Directs and supports technical staff to ensure accurate and efficient operations.
  • Establishes procedures to guide users in system operations and support processes.
  • Maintains documentation of technical issues and solutions.
  • Provides training on hardware and software applications.
  • Publishes troubleshooting resources and guidelines via the district intranet.
  1. Inventory and Procurement Management
  • Maintains an efficient inventory control and replenishment system for technology supplies.
  • Oversees inventory of all computer equipment and software.
  • Serves as final decision-maker for recommendations of purchases of technology equipment, peripherals, system software, and related supplies., * Primarily sedentary, office-based role within a school district administrative setting.
  • Regular travel between district facilities (schools and support sites).
  • Dynamic environment with frequent interruptions, shifting priorities, and time-sensitive issues (e.g., tech outages, security incidents).
  • Occasional work beyond standard hours (evenings/weekends).
  • Extensive use of computers, office equipment, and prolonged sitting during meetings.
  • Frequent interaction with administrators, staff, students, parents, vendors, and community stakeholders.
  • Occasional work in technical spaces (e.g., server rooms) with moderate noise and variable temperatures.
  • Handling of confidential and sensitive information, ensuring compliance with data privacy and security standards.

Requirements

  1. Ability to read, comprehend, and apply technical manuals related to operating systems, application software, and hardware.
  2. Ability to effectively communicate technical concepts to a wide range of users.
  3. Demonstrated creative problem-solving skills.
  4. Knowledge of WANs, LANs, and other network hardware and software systems.
  5. Proficiency in project management methodologies and practices.
  6. Maintains current knowledge of emerging technologies through professional development, including courses, seminars, trade shows, industry publications, and professional networks.
  7. Ability to motivate and challenge staff to achieve high levels of performance and meet deadlines.
  8. Continuously assesses system, hardware, software and security needs and recommends improvements.
  9. Evaluates the quality, effectiveness, and efficiency of work performed and recommends both short-term and long-term staffing solutions., 1. Bachelor's degree in Education, Computer Science, Technology, or a related field.
  10. Master's degree preferred.
  11. Minimum of five (5) years of management experience in education or a related field; experience in high-performing districts with complex data environments preferred.
  12. Deep knowledge of data systems, integrations, and analytics platforms.
  13. Proven experience managing enterprise applications (e.g., SIS, ERP, LMS).
  14. Strong understanding of network infrastructure, cloud services, and cybersecurity.
  15. Demonstrated success leading technical teams and managing budgets exceeding $2 million.
  16. Knowledge of data privacy laws and compliance requirements in education.
  17. Three (3) to five (5) years of programming experience; UNIX experience preferred.
  18. Excellent communication skills for both technical and non-technical audiences., 1. Strategic Thinking: Ability to align technology decisions with educational outcomes and organizational goals.
  19. Data Fluency: Ability to work with complex datasets, APIs, and analytics tools; translate data into actionable insights.

  22. Change Management: Leads technology initiatives with attention to communication, training, and adoption.
  23. Fiscal Responsibility: Balances innovation with cost-effective and sustainable decision-making., * Master's degree (preferred) in Education, Information Systems, Computer Science, Instructional Technology, Library Science, or a related field.
  • Bachelor's degree in Management Information Systems, Computer Science, or a related field., * Certified Education Technology Leader (CETL) - preferred
  • Project Management certification (e.g., PMP) - desirable, * Typical office environment with light physical activity.
