Job description

Serco is excited to continue supporting the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

Our Program Manager (Data Visualization), located in Crystal City, Arlington, VA, provides program management support to the F-35 JPO, Directorate of Acquisition and Affordability (DA&A) in managing JPO functions as they relate to business operations, foreign compliance, process improvement, affordability, requirements, and acquisition.

This position is contingent upon your ability to maintain/transfer an active U.S. Department of War (Dow) Secret security clearance.

You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

In this role, you will:

  • Acquisition Program Management:

  • Assist DA&A in managing procurement and enterprise procurement metrics

  • Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process

  • Assist DA&A in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g. the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management

  • Assist DA&A in managing the PMO Integration Council

  • Governance:

  • Support DA&A in leading the Joint Program Management Review (PMR) War on Cost (WOC), Affordability Summit, Acquisition Summit, Executive Risk/Opportunity Management Board, & Executive Steering Group (ESG)

  • Business Operations:

  • Support DA&A in managing acquisition documents, the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), CPARS, and JPO Issuances

To be successful in this role, you will have:

  • The ability to provide onsite support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer.)

Requirements

  • A Bachelor's Degree plus two (2) years of experience

  • or an Associate's degree plus four (4) years of additional work experience.

  • Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management.

  • A minimum of minimum of four (4) years out of six (6) years of recent work experience related to analysis and planning.

  • At least two (2) years in support of a Major Defense Acquisition Program (MDAP).

  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle management.

  • To be knowledgeable in DoW Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoW Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.

  • To provide subject matter expertise to support F-35 program in delivering the weapons system.

  • Assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.

  • To demonstrate knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.

  • To demonstrate knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.

  • To be able to travel 10%.

Additional desired experience and skills:

  • Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (pivot tables, macros, data modeling), Microsoft PowerPoint, Microsoft Outlook, and Microsoft TEAMS.

  • Experience with Power BI, Tableau, or other BI visualization tools.

  • Ability to transform complex datasets into graphical representation (bar charts, patterns, trends, etc.).

  • Experience with SQL or data querying tools.

  • Strong quantitative and statistical analysis skills.

  • Experience with a task management tool such as ETMS2.
