Job description

Home Office Digital designs, builds and develops services for the rest of the department and for government. Every year our systems support up to 3 million visa applications, checks on 100 million border crossings, up to 8 million passport applications and deliver 140 million police checks on people, vehicles and property.

As a Principal Quality Assurance and Testing (QAT) Delivery Owner for the Emergency Services Mobile Communication Programme (ESMCP), you?ll be critical to overseeing QAT projects, dealing with risks and issues, setting the direction for QAT and implementing QAT approaches. You will be expected to provide technical advice and assurance on improving the way things are done. You will provide technical leadership, guidance and support to others within the QAT community. You will work with senior delivery partners to make sure QAT is embedded by default into the development, integration and rollout approach. To help the QAT practice thrive, you will call on your expertise in emerging tools and approaches and apply these to help the organisation deliver better success.

Working across multiple complex project teams, you will promote quality outcomes and values across the organisation.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.   • Setting the Organisational level strategy for the initiation, delivery and development of QAT solutions
  • Working in collaboration with senior delivery partners in QAT, Home Office Government Digital and Data Profession and more broadly across the organisation or wider industry, to ensure that effective and efficient QAT capabilities are developed and fully integrated into the software development process
  • Establishing and maintaining effective commercial partnerships, working with a diverse range of specialist QAT service providers to build multi-disciplined teams
  • Providing technical advice and assurance on the wider application of QAT solutions, influencing the effectiveness and delivery of quality practices throughout the organisation
  • Leading QAT teams throughout the delivery process through the influential provision of technical leadership and guidance
  • Identifying and driving forward the development QAT capabilities within the QAT organisation, including continuous professional development and exploitation of new and emerging industry leading technologies
  • Working with business stakeholders, understanding their needs and translating them into a QAT approach
  • Working in collaboration with other delivery partners in QAT and Home Office Government Digital and Data Profession to ensure that effective and efficient QAT capabilities are developed and fully integrated into the software development process

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available., The allowance values are set by the Home Office, subject to remaining in a qualifying role. This allowance is non-contractual, subject to an annual review and could be withdrawn at any time.

For both new entrants and existing civil servants, the total compensation offer is a combination of base salary and, if applicable, a capability-based allowance. The pay ranges for this role for London are £80,237 - £88,261. New entrants to the Civil Service will start on the pay range minimum. For existing civil servants, our policies on level transfer and promotion will apply.

Requirements

  • Defining QAT strategies at department or organisational level, aligning to business goals and delivery approach (including within modern continuous integration/release and Agile environments) Developing and overseeing a culture of quality management and quality first.
  • Setting the strategy on independent test assurance and review activities across ESMCP, including thoroughly evaluating assurance controls using metrics to continually improve assurance and ESN product quality
  • For large scale (300k plus users), critical, resilience and secure systems assuring critical activities including automation, performance, security, accessibility and acceptance are embedded within the QAT/development approach
  • Translating strategies into practical, risk-based plans, including test and assurance activities across the delivery lifecycle including testing of mobile networks, end user devices and full end-to-end integration
  • A knowledge of the role and responsibilities of a System Integrator (SI), coordinating technical dependencies, schedules, and cost/resource profiles
  • Working at senior leadership level from the three emergency services, and Welsh and Scottish governments, establishing and maintaining extensive stakeholder networks and actively engaging other senior leaders to communicate and agree complex strategies and technical plans
