JOB DESCRIPTION: The purpose of this position is to oversee all aspects of the Assessor's Mapping departments. Provide guidance to the Mapping Technicians in all areas of research, parcel fabrications and resolve issues related to parcel discrepancies. Reviews and signs all correspondence to attorneys, title companies and taxpayers relative to problem deeds and plats. Prepares maps and reports for other County Departments, law enforcement and outside entities.
- Supervises and directs Mapping department personnel including scheduled and unscheduled time off.
- Prepares yearly evaluations for Mapping personnel. Counsels personnel regarding areas of improvement or disciplinary actions where needed. Documenting and commending on job performance.
- Conducts interviews and selects candidates to fill open positions within the Assessor Mapping.
- Maintains oversight of both inbound and outbound work flow, adjust employee work load as needed.
- Identifies and develops mapping architecture and processes to maintain or improve efficiency and accuracy to meet statutory deadlines for certification.
- Interacts with municipalities, Title companies, Surveying/Engineering firms, Attorneys, Taxpayers and other County departments. Responds to questions regarding parcel data, mapping issues, parcel fabric and follows up to ensure corrections are processed.
- Adjusts and updates the mapping department section of the yearly Assessment Maintenance Plan. This document is the framework of the Assessor's Office operations and is approved by the Assessor, Council, and State Tax Commission.
- Compiles and verifies completed mapping department work with the Assessor's Data Processing department and the Assistant Assessor for year-end Assessment Certification. This includes parcel verification, number of parcels created and inactivated, etc.
- Provides parcel mapping data for the State Tax Commission updates.
- Communicates with computer hardware and software vendors and the IS Department regarding updates to Mapping department equipment and software.
- Prepares the annual budget for the mapping department, recommends additional hardware and software acquisitions to improve the operations.
- Manages files, manual and electronic, updates forms, databases and spreadsheets as circumstances.
- Provides level 1 hardware and software technical support within the mapping department.
- Reviews completed mapping edits for accuracy.
- Keeps abreast of current GIS software and practices, computer hardware and software, network and servers, Personal Property, Real Estate Assessment and Appraiser procedures.
- Develops and corrects layers and maps; i.e., Municipal annexations, cell towers, billboards.
- Identifies projects/reports that are prepared on a routine basis or as requested by other offices. This can include maps and list of property owners within a specified diameter.
- Creates maps and selected other data for the Assessor's Appraisal department utilizing the County map layers and overlays dependent on the information required.
- Creates maps and selects assessment data, tabulates information as requested by the municipalities, title companies, surveying/engineering firms, attorneys, taxpayers and the County Executive office.
- Prepares maps, posters, and signage for the Assessor's department and other County departments. Prepares maps to be used in court for the Prosecuting Attorney.
- Prepares maps for the County Collector prior to the annual tax sale for posting of information to the parcel in the field.
- Reviews and approves annexations submitted to the County to insure they meet State Statute.
- Performs other duties as assigned.
Requirements
Do you have experience in Mapping using GIS?, Do you have a Bachelor's degree?, * Bachelor's degree in Computer Information Systems, Computer Science, Cartography or related field.
Certifications:
- GISP - Certified Geographic Information Systems Professional.
Job Experience:
- 3-5 years of experience
Knowledge, skills and abilities:

Experience in parcel mapping, parcel editing, and GIS.

Supervisory experience preferred.

Experience related to work files on networks and servers.
