Job description

GovCIO is currently hiring for a Technical Manager for Cloud Systems to support our HUD contract. The ideal candidate will have experience in leading teams of cloud infrastructure engineers to design and deploy a scalable cloud architecture using modern tools in support of multi-cloud IaC environments with a heavy focus on automation. Leadership and team development are a core responsibility in addition to being the technical SME on products employed by the customer. Knowledge of best practices for container deployments, Federal security hardening and governance, and CI/CD pipeline development are a must. This position is located within the United States and will is fully remote.

Responsibilities

Cloud Architecture & Engineering Leadership

  • Lead, mentor, and develop cloud engineering teams supporting AWS and Azure environments, ensuring architectural consistency and adherence to enterprise standards.

  • Architect, design, and deploy cloud infrastructure using Infrastructure-as-Code (IaC) methodologies (Terraform, GitOps).

  • Oversee CI/CD pipeline design and automation using Jenkins, Ansible, and Git-based workflows.

  • Champion Kubernetes cluster design, deployment, and lifecycle management.

  • Guide modernization initiatives, including VMware-to-Cloud migration planning and execution.

  • Provide SME-level technical direction on all infrastructure tools and services in scope.

Operational Reliability & Incident Response

  • Own and mature operational reliability frameworks, including monitoring, alerting, system performance tuning, and SRE-aligned best practices.

  • Lead incident response processes, including root cause analysis (RCA), corrective action planning, and cross-team communications.

  • Implement governance around roles, responsibilities, escalation processes, and operational runbooks.)

Security, Compliance & Governance

  • Implement cloud security best practices including IAM role design, least privilege enforcement, secrets management (HashiCorp Vault), and vulnerability management (Falcon CrowdStrike).

  • Ensure systems align with NIST controls, STIG benchmarks, and federal cloud compliance frameworks.

  • Oversee SEIM operations and analytics using Sumo Logic, Splunk, or OpenSearch.

  • Support governance activities including policy enforcement, audit readiness, and security documentation.

Systems Administration & Platform Operations

  • Manage and optimize mixed-OS environments, including RHEL 7/8/9 and Windows Server 2016+.

  • Oversee configuration management, patch management, and platform hardening across cloud and on-prem hybrid workloads.

  • Guide enterprise adoption and implementation of federally approved AI tools (USAI, Foundry, etc.) and big data platforms such as Databricks.)

Requirements

  • Operational Reliability and Incident Response Management

  • AWS / Azure infrastructure management (Infrastructure as Code)

  • Experience with technologies such as (Terraform, GitOps, Jenkins, Ansible, Kubernetes, RHEL 7/8/9, Falcon Crowdstrike, HashiCorp Vault, Cloud Security (IAM Roles, NIST, STIG Benchmarks)

  • Experience in tools such as:

  • Windows Server 2016+ VMware-to-Cloud Migration experience

  • Federally Approved AI Tool Integration (USAI, Foundry, etc.)

  • Databricks

  • Roles & Responsibility Governance

  • SEIM (Sumo Logic, Splunk, OpenSearch)

C learance Required: Must be able to obtain and maintain HUD Public Trust

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
