Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
Job Duties & Responsibilities
The Integrated Broadcast Service (IBS) Laboratory conducts Military Standard (Mil-Std) 6018 (IBS/Common Message Format (CMF)) data formats and Mil-Std 6020 data forwarding Standards Conformance Tests to determine System Under Test (SUT) conformance to standards. The IBS Lab also conducts Joint Interoperability Tests to determine SUT satisfaction of Joint Staff-approved Interoperability Net Ready Key Performance Parameter.
Duties include:
- Participates as IBS test team member to perform test planning and conduct standards conformance and interoperability testing and analysis.
- Under the supervision of the Test Conductor, performs IBS/Common Message Format (CMF) standards conformance/interoperability test planning and test execution through on-the-job training.
- As Test Conductor, ensures collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation.
- Participates in Integrated Test Team (ITT) meetings and attends Technical Exchange Meetings (TEM) and other test working groups.
- Participates in teleconferences where the status of all test and evaluation (T&E) related products and processes are defined and coordinated.
- Assists the Task Leader/Lab Manager in development of interoperability test points and data collection for Combined Test Team (CTT) members, to include interoperability test requirements.
- Assists the Task Leader/Lab Manager as required supporting standards conformance and interoperability test events, SUT and test participants.
- Maintains Secure Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications System (JWICS) accounts., Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Requirements
Required Certification(s): Certification in area of specialization. Examples include: Certified Scrum Master, ITIL4/ITIL5, CTEP, Requires 8 years of specialized and/or military experience. Years of Experience 8 years Required Skills
- Familiar with Department of Defense (DoD) operations and environment, and comfortable with IT systems and software.
- Familiar with and actively using the Microsoft Office suite.
Preferred Skills
- Familiar with manned and unmanned Intelligence, Surveillance and Reconnaissance (ISR) systems, sensors, and operations.
- Familiar with Electronic Intelligence (ELINT) collection and exploitation operations, ELINT data and/or Electronic Order of Battle (EOB) is desired.
- Familiar with Military Standard (Mil-Std) 6018 (IBS/CMF) data formats, Mil-Std 6020 data forwarding, and/or Mil-Std 6040 US Message Text Format (USMTF) is desired. Verification and Validation (V&V) / standards conformance, or interoperability test experience is desired.
- The ideal candidate will have operational experience in one or more phases of ELINT collection, processing, analysis, and dissemination (CPAD) from a variety of relevant DoW Intelligence, Surveillance, and Reconnaissance (ISR) airborne, ground, or surface systems. These systems include but are not limited to: EP-3 Aries, P-8 Poseidon, RC-12 Guardrail, RC-135 Rivet Joint, Distributed Common Ground Station, and Arleigh Burke-class destroyer., * Stand or Sit; Walk; Repetitive Motion; Use Hands / Fingers to Handle or Feel; Stoop, Kneel, Crouch, or Crawl; See; Push or Pull; Climb (stairs, ladders) or Balance (ascend / descend, work atop, traverse).
