The Data Analyst Manager for the Department of Community Resources and Services (DCRS) will be responsible for overseeing all data-related needs within the department. This role involves managing data sharing agreements, creating performance measures, and analyzing data trends to support the department's various programs and initiatives. The Data Analyst Manager will also be tasked with developing comprehensive data dashboards, compiling and analyzing data for reporting purposes, and ensuring the accuracy and integrity of data collected from multiple sources., Performs advanced professional level technology and communication services work under general supervision from an administrative or technical superior. Work includes maintaining system software packages and system libraries, providing aid in the analysis for feasibility and cost effectiveness studies relating to software utilization; and solving complex program or system software problems. Work may also include moderately complex programming analysis and systems design at the project or team leader level., Include the following. Other related duties may be assigned:
- Manages department Data Team across multiple offices to ensure consistency in data collection practices, analysis and distribution.
- Exercises excellent understanding of data administration and management functions.
- Possesses proven track record in delivering insights that influence decision-making and improve operational efficiency.
- Administers assigned projects, programs, and coordinates workflow to meet requirements for timely completion with a minimal degree of supervision.
- Defines access to the data and how it can be used. This includes specifying any restrictions on data use and ensuring that data is only used for the agreed-upon purposes.
- Outlines the procedures for data retention and disposal. This includes specifying how long data will be retained and the methods for securely disposing of data when it is no longer needed.
- Establishes protocols to ensure the accuracy and integrity of the data being shared. This includes regular data validation and verification processes.
- Ensures compliance with all applicable laws and regulations related to data privacy and security. This includes implementing measures to protect personally identifiable information (PII) and other sensitive data.
- Participate in activities related to Emergency Management as requested, including work outside normal business hours., Directly supervises 4-6 Data Analyst who comprise the DCRS Data Team. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work, addressing complaints and resolving problems.
Requirements
Do you have a valid Driver's License license?, Do you have experience in Technical Proficiency?, Do you have a Bachelor's degree?, Bachelor's degree and two (2) years related experience or equivalent combination of education and experience., * Advanced academic degree and certifications.
- Data Analysis & Quality: Analyzing large datasets, identifying trends, ensuring data integrity, and using data visualization (charts, graphs).
- Data Governance & Compliance: Implementing policies, following privacy laws, and managing data security and access.
- Technology Proficiency: Familiarity with cloud computing, data architecture, and various data management tools.
- Strategic Thinking & Business Acumen: Understanding how data supports organizational goals and making strategic recommendations.
- Strong Background in Power BI, SQL, Microsoft Office.
- Project Management: Planning, execution, and overseeing data-related projects.
- Excellent communication and collaboration skills.
- Supervisory experience preferred.
- Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
- Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
- Proficiency in virtual platforms and use of technology for human services delivery., The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20 pounds or a 1.2 cubic foot record box.
