Senior IT Cost Estimator

• Lead development of cost estimates for IT programs (2 programs, up to 3 projects each) and large, high-complexity IT projects.
• Apply parametric cost estimating methods to estimate full life-cycle (5-year) costs using the SEER Cost Estimation suite (Government-furnished license).
• Perform program/project sizing, capture planned/actual costs in ServiceNow PPM, and produce Work Breakdown Structures (WBS), sensitivity analysis, and Monte Carlo risk analysis reports.
• Provide guidance to maintain and enhance cost estimation processes in compliance with GAO, OMB, CPIC, and PMI best practices.
• Conduct objective, non-biased quality control reviews of IT cost estimates (ROM, charter estimates, IGCE documentation).
• Support cost estimating operations: input project actuals into SEER, maintain labor categories/rates, and optionally develop standard SEER templates.
• Coordinate with Library stakeholders (IT Partner Engagement, PMO, OCIO directorates) and the Contracting Officer Representative (COR).
• Participate in weekly status meetings, quarterly reviews, and deliverable submissions.

Do you have experience in ServiceNow?, Do you have a Bachelor of Science?, * Minimum 5 years of combined experience in:

• IT cost estimating
• Information systems development, acquisition, operations, or maintenance
• Minimum 2 years of experience applying at least two of the following:
• GAO Cost Estimating and Assessment Guide
• GAO Agile Assessment Guide
• Capital Planning and Investment Control (CPIC)
• PMI program/project cost estimating best practices
• Demonstrated ability to provide overall direction and leadership for hardware/software cost estimates.

Education:

• BS/BA degree OR (in lieu of degree) certification in one of:
• PMP (Project Management Professional)
• FAC-P/PM (Federal Acquisition Certification for Program/Project Managers)
• CCEA (Certified Cost Estimator/Analyst)
• PCEA (Professional Cost Estimator/Analyst)
• SCEC (Society of Cost Estimating and Analysis Certification)

Preferred Qualifications

• Experience with SEER Cost Estimation suite (strongly preferred).
• Prior federal or legislative branch cost estimating experience.
• Familiarity with Library of Congress or similar large research institutions.
• Experience with ServiceNow PPM or similar project management systems., * GAO cost estimating and assesment Guide: 2 years (Preferred)
• IT cost Estimating: 5 years (Preferred)
