Job description

Under direction of the Assistant Secretary of the State Data and Analysis Center, the Manager of the Geospatial Applications and Technology (GAT) unit is responsible for developing mapping and applications in GIS that support MDP and State of Maryland's mission and objectives. This position oversees the implementation, operation, and innovation of the agency's ArcGIS infrastructure including an enterprise server and databases, Portal, ensuring the accuracy, integrity, and accessibility of spatial data for data-driven decision making. The GAT Manager serves as a Project Manager and key team member in accomplishing and leading the activities of the GAT unit including performance analytics, data visualization, geospatial database and server administration, and web-based mapping platforms. The incumbent is responsible for ensuring seamless operations and the advancement of GIS capabilities across the department. This position will oversee census-related geographic programs work and redistricting mapping assistance. I. Strategic Planning and Implementation: The GAT Manager is responsible for developing and implementing a GIS strategy and work plan that supports MDP's mission. This includes overseeing the management and monitoring of GIS programs, ensuring operational efficiency, and adhering to best practices. Prepare reports, forms, executive summaries, and project details for assigned projects. Serves as the primary point of contact for GAT led project updates and deliverables. II. Project Management: Project management and data management are key components of the role. The incumbent manages mapping and web application projects, by developing scopes of work and managing the schedule ensuring timely completion and adherence to defined goals. Additionally, the Manager implements quality assurance and control measures for geospatial mapping and application products to maintain industry standards. III. Census and Redistricting: Provides assistance for the Decennial Census geographic programs for Maryland. Coordinates the creation of maps, dashboards and or applications that assist Maryland's redistricting. Provides custom maps and GIS support to Maryland General Assembly and state agencies. IV. GIS Database and Server Management: The GAT Manager is responsible for administering and maintaining the ESRI Enterprise GIS database architecture to ensure data accuracy, integrity, and interoperability. The Manager coordinates with IT and GIS teams to manage system security, cloud infrastructure, and data governance, ensuring that the department's GIS framework remains robust and adaptable to evolving technological advancements. Additionally, the Manager evaluates and enhances GIS applications, databases, and system infrastructure to improve performance, security, and accessibility while ensuring compliance with state and federal GIS data standards, security protocols, data governance, and data-sharing policies. V. Technology Integration and Innovation: The role involves establishing policies, procedures, technical documentation, training, and long-term goals for GIS operations. This includes leading the adoption of new GIS tools, software, database architectures, and automation processes including advancements in machine learning (ML) and artificial intelligence (AI) to enhance operational efficiency. Collaborates with multidisciplinary teams to identify data gaps and develop meaningful visualizations and analytic tools. VI. Other Duties as Assigned: Present complex findings clearly to both technical and non-technical stakeholders. The manager supervises and provides professional development opportunities for GIS staff, fostering a culture of innovation, collaboration, and continuous skill advancement to maintain a highly capable geospatial workforce. Performs other job related duties as assigned.

Requirements

Education: Possession of a Bachelor's degree from an accredited college or university in Geography or a similar field. Experience: Eight years of experience in GIS or a geography-related field., Two years of experience managing a GIS team with diverse skill sets. Experience working with Census data. Experience administering and maintaining ESRI Enterprise GIS database architecture. Advanced programming skills using Python, SQL, Arcade, and other programming languages. Experience using PowerBI, Qlik, and other dashboards. Experience developing interactive web-based GIS applications and dashboards, including tools and technologies utilized, intended audience (internal or public), and the resulting impact.
