Under limited supervision, this position is responsible for information systems goals and objectives, policy and procedures, design, development, acquisition, installation, management, evaluation, and administration. This position is an appointed position and serves at the pleasure of the City Manager. Reports to City Manager or designee. ESSENTIAL JOB FUNCTIONS Directs a full range of comprehensive/innovative communications and information technology programs to enable city businesses, inform the community, and improve and promote quality of life and public safety; uses feedback and input from throughout the organization and provides recommendations to the City Manager, or designee, on communications and information technology program/policy innovations, changes, and enhancements; and leads organizational initiatives and assignments to support and address communications and information technology common issues. Responsible for applications development and support, information technology systems development and support, geospatial information services, printing services and telecommunications. Responsible for overall management of the department; including budget research, development, preparation and budget monitoring to ensure cost effectiveness; and ensures that purchasing and financial transactions are properly conducted in accordance with city administrative policies and procedures. Serves on teams and committees, and partners with various departments and agencies for effective results; serves in other capacities in support of organizational strategies; represents the city on technology-related issues with external agencies and the media. Provides leadership and strategic direction for developing, administering and communicating information technology services, policies and procedures to meet overall city needs and objectives; to meet legal requirements, to promote cost effectiveness, to be responsive to both management and employees, and to attract, retain, and develop a highly qualified, motivated and effective workforce; provides information to the general public; and keeps abreast of current and future issues and trends. Direct the design, planning, implementation, and maintenance of the computing infrastructure that supports the company's operations and business applications; and establish metrics and data analytics for managing IT effectiveness and for measuring the impact of IT on the business in fighting cyber threats, managing application delivery, and coordinating city-wide IT services. Maintains, reviews, and upgrades as needed the disaster recovery plan for the city's information recovery services. Oversees the establishment of standards for technology hardware, software and communication protocols. Oversees the development of security protocols and policies and manages implementation. Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs., Knowledge of Job: Has considerable knowledge of the operating characteristics, capabilities, limitations, and service requirements of computers and auxiliary equipment employed in the current operations environment. Has considerable knowledge of the operation of computers and peripheral equipment. Has considerable knowledge of the various types of input and output media. Has considerable knowledge of data processing operations, procedures, and terminology. Is able to manage multiple projects concurrently and deliver timely, on budget completion of those projects. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co- workers and the public. Knows and understands the expectations of the city regarding the activities of the department and works to see that these expectations are met. Designs and formulates ways, means and timing to achieve the goals and objectives of the department and the city. Within the constraints of city policy, formulates the appropriate strategy and tactics for achieving departmental and city objectives. Organizes, arranges and allocates manpower, financial and other designated resources in an efficient and effective way so as to achieve the goals and objectives of the department and city. Organizing: Organizes work and that of subordinate staff well. Ensures that staff members know what results are expected of them and that they are regularly and appropriately informed of all city and department matters affecting them and/or concern to them. Staffing: Works with other city officials and management to select and recommend employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department and city. Personally directs the development and training of department personnel in order to ensure that they are properly inducted, oriented and trained. Leading: Provides a work environment that encourages clear and open communications. Have a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to staff so that they know whether their performance levels are satisfactory. Commends and rewards employees for outstanding performance yet does not hesitate to take disciplinary action when necessary. Exercises enthusiasm in influencing and guiding others toward the achievement of city goals and objectives. Controlling: Provides a work environment that is orderly and controlled. Coordinates, audits and controls manpower and financial resources efficiently and effectively. Coordinates, audits and controls the utilization of materials and equipment efficiently and effectively. Writes and approves policies and procedures for existing and new programs.
Requirements
Master's Degree in Information Technology, Computer Science, Management Information Systems, Business Administration or a related field with 10 years of experience in Information Technology and 5-7 years of supervision or management experience; or an equivalent combination of education and experience. SPECIAL REQUIREMENTS An acceptable general background check to include a local, state, and federal criminal history check and sex offender registry check. A valid driver's license with an acceptable driving record., Physical Requirements: Must be physically able to operate a variety of computers and peripheral equipment, scanners, copiers, telephones, etc. Must be able to exert up to 20 pounds of force regularly and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting some of the time, but may involve walking or standing for periods of time. Data Conception: Requires the ability to compare and or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things. Interpersonal Communication: Requires the ability to speak and or signal people to conveyor exchange information. Includes receiving instructions, assignments and/or directions from supervisors. Language Ability: Requires the ability to read a variety of reports and records, run sheets, invoices, purchase orders, etc. Requires the ability to prepare a variety of forms, statements, bills, reports, checks, etc., using proper format. Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently using standard English and using administrative, behavioral, and human services terminology. Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment. Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination. Color Discrimination: Requires the ability to differentiate between colors and shades of color.
