The California Air Resources Board (CARB), referred to as "The Board", is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies available to achieve CARBs and Environmental Protection Agency (EPA) program goals. The mission includes ensuring that such technologies are professionally managed, properly maintained and efficiently used. The Portfolio & Project Management Office Branch (PPMO) is responsible for leading the most complex CARB Information Technology (IT) projects and contracts. CARB's IT PPMO branch manages an average of more than $100 million in IT projects and contracts each year and promotes the use of standardized project management methodologies and best practices throughout the organization. The IT Procurement Contracts & Reporting Section (ITPCRS) is responsible for managing complex and sensitive IT Services and Goods acquisitions. ITPCRS manages and oversees the planning, projecting, and executing of all IT acquisitions (i.e., Request for Quotations (RFQ), Request for Offers (RFO), Request for Proposal (RFP), and Invitation for Bid (IFB)). Develops, facilitates, and communicates with Program staff to draft the Statement of Work. Selects the best IT acquisition strategy, obtains quotes, and develops the hardware/software acquisition completely; ensures appropriate approvals and signatures are obtained, funds are available, and IT acquisitions are processed accurately, timely, and within budget while ensuring all documents sustain any type of audit. Oversee the Office of Information Systems budgeting process, legislative bill reviews, and approve expenditures. Under general direction of the IT Manager II (ITM II) of the PPMO within the OIS, the ITM I acts as a Section Chief overseeing the planning, organizing, and directing of the work of the ITPCRS team. The incumbent sets procurement and contracting processes and standards; formulates future long-range vision and objectives; aligns, reviews implementation, and ensures conformance of the Section with organizational policies and objectives. Provides services in the IT disciplines of Contracting & Acquisitions; IT Budget & Cost Management Services; IT Strategy, Policy, Audits, & Intake; and IT Admin & Personnel Services. This position works on the most highly complex, high -risk, politically sensitive, and high-cost IT procurements and IT contracts that may or may not be because of an IT Project. Working Conditions This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement. Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
