Job description

Join a mission-driven team at the Minnesota Department of Health (MDH) and help protect, maintain, and improve the health of all Minnesotans. The Drinking Water Protection Section at the Minnesota Department of Health is seeking a Data Management Specialist to support the section's data systems and business processes. This position serves as a liaison between program staff and IT partners, helping translate business needs into data solutions that support the Safe Drinking Water Act and program operations. The role focuses on improving data quality, supporting system enhancements, coordinating testing of system updates, and assisting staff with data analysis and reporting. This position plays a key role in ensuring data systems function effectively to support public health and regulatory compliance., * Analyze and improve data systems and business processes by working with program staff to identify needs, document workflows, and recommend solutions that improve efficiency and data quality.

  • Serve as a liaison between program staff and IT partners (MNIT) by helping gather requirements, supporting system development projects, and ensuring technical solutions meet program needs.
  • Coordinate testing and implementation of system updates and enhancements, including quality assurance, regression testing, and collaboration with internal staff and external partners.
  • Support data management and reporting activities by performing data queries, assisting with data analysis and visualization, and responding to internal and external data requests.
  • Provide application support and documentation for key program data systems, assist with user access management, and help develop training materials to support staff use of data tools.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities. This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. Requirements

One (1) year of experience in business analysis, data analysis, data management, or systems support. This experience must include at least two of the following:

  • Coordinating with technical teams and non-technical stakeholders to support data or system improvements
  • Analyzing business processes and translating business needs into system or data requirements
  • Working with databases, performing data queries, or analyzing datasets
  • Supporting system development, testing, or implementation projects

A bachelor's degree in business administration, information systems, data analytics, or a closely related field may be substituted for 12 months of experience. An associate's degree in one of these fields may be substituted for 6 months of experience.

Additional minimum qualifications to be assessed during the interview process:

  • Ability to communicate complex technical or data concepts effectively with both technical and non-technical stakeholders.
  • Skill in analyzing business processes, identifying gaps, and recommending practical improvements to support data system workflows.
  • Demonstrated problem-solving and critical thinking abilities when working with large datasets, system issues, or multi-step projects.
  • Proficiency in writing and running SQL queries to analyze and manage data in relational databases., * Skilled in business analysis, including gathering requirements, documenting processes, and translating needs into practical data or system solutions.
  • Ability to support software development or system improvement projects, including testing, quality assurance, and regression testing.
  • Strong capability in creating process documentation, workflow diagrams, or visual process maps to guide team understanding and system improvements.
  • Familiarity with project management or issue tracking tools (e.g., Jira, Helix) to coordinate tasks and track requests.
  • Knowledge of environmental health or regulatory data systems, especially those supporting drinking water programs or compliance reporting, including experience with or understanding of the Safe Water Drinking Water Act., This position requires successful completion of a background check and employment reference check.
