Job description

Duties may include but are not limited to the following:

Serves as 911 Coordinator and issues 911 addresses. Reviews and approves road name requests.

Reviews subdivision plats for consistency with the addressing, street naming, and subdivision naming standards.

Maintains the Master Street Address Guide, address point layer, Emergency Service Network layer, Authoritative Boundary, Automatic Location information, and Law, Fire, EMS, and Community layer.

Represents the County at state and local levels concerning activities of Engineer's Office.

Remains current with the National Emergency Number Association (NENA) standards.

Works with the Rio Grande District US Postal Service office as required.

Creates and modifies maps, graphs, or diagrams, using geographical information software and related equipment.

Gathers and compiles geographic data from sources including censuses, field observations, satellite imagery, aerial photographs, and existing maps.

Digitizes and maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, completes approved metadata forms, and produces maps of the resulting information.

Evaluates information and data from outside sources to determine the quality of the data.

Translates data from outside sources and converts data to assist users.

Imports, creates, reformats, and processes data to produce spatial distribution maps for various studies.

Performs deed research regarding property divisions.

Creates data collection apps for special projects.

Maintains the Substantial Damage Database and Substantial Damage Response Plan

Creates forms for use by the public or county employees.

Maintains the Capital Improvement Plan.

Assists other governmental offices and departments such as the City of Boerne, Boerne ISD, Comfort ISD, Cow Creek GWCD, TXDOT, U.S. Census Bureau, County departments to include: Elections, Commissioners, County Judge, Attorney, Sheriff, Facility Management, County Clerk, Emergency Management, and Volunteer Fire Department

Assists the public with geographical information.

May train others.

Performs other duties as assigned.

Assists Road and Bridge with GIS and asset management software.

Requirements

Bachelor's degree from an accredited four-year college or university with major course work in computer science, computer information systems, geography, geographic information system technology, management information systems, or a related field is generally preferred. Minimum five (5) years experience in geographic information systems analysis and design work is required. Education and experience may be substituted for one another., · Knowledge of terminology related to geographic information systems, including legal descriptions, cartography, engineering, construction plans, aerial photography, and orthophotography.

· Skills in solving problems; in testing, installing, and implementing geographic information system programs; and in troubleshooting system issues.

· Knowledge of Floodplain Management

Ability to:

· Utilize various advisory and design data and information such as County policies and procedures manual, federal, state and local employment laws and regulations, financial reports and legal documents.

· Analyze geographic information systems and procedures.

· Ability to read and interpret surveys, legal descriptions, cartography, engineering documents, construction plans, aerial photography, and orthophotography.

· Communicate verbally and in writing so as to allow comprehension by receiving party.

· Follow safe work practices including workplace safety policies and procedures; analyze and recommend improvements to equipment and facilities.

· Walk, stand, and sit.

· Exert light physical work in an office environment mainly in a sedentary position.

· Ability to train others.
