Job description

The Records Liaison Official (RLO) serves as a point of contact between Department of Energy Idaho Operations Office and the Department of Energy Records Management Program, in accordance with DOE O 243.1c, Records Management Program, acting on behalf of the DOE-ID Records Management Field Officer (RMFO). The RLO is responsible for coordinating records management activities within the assigned program office and acts as the principal liaison between program staff and the DOE-ID Records Management Field Officer.

Manages and oversees matrixed DOE-ID records personnel providing leadership, coordination, technical guidance to records staff ensuring compliance with federal regulations, DOE orders, and National Archive Records Administration requirements.

The RLO ensures compliance with federal statutes, National Archives and Records Administration (NARA) regulations, and DOE policies for the creating, maintenance, use, safeguarding, and disposition of records in all formats and media., Provide day-to-day administration of DOE-ID records management program offering guidance, advice, and training to program staff on proper records creation, filing, maintenance and disposition practices in accordance with DOE policy. Manage and oversee DOE-ID matrixed records management personnel.

Serve as the liaison between the DOE-ID program staff and the DOE headquarters DOE Agency Records Officer (ARO), communicating issues, needs, and compliance status.

Prepares and ensures the accuracy and completeness of records transfers, including accessions, and retrievals, disposals under the oversight and direction of the DOE-ID Records Management Field Officer (RMFO).

Ensure records management policies and procedures, as set forth by the DOE Agency Records Officer (ARO), are implemented at the field site level.

Conducts or assists with DOE-ID records management self-assessments, inventories, or audits of records (both physical and electronic).

Reviews and coordinates research and responses to records and information controls and requests, including litigation holds, preservation notices, discovery requests, and departmental moratoriums.

Assist in the creation and maintenance of official file plans for program offices, ensuring all records are properly scheduled and managed.

Assist with management of electronic records, including identifying and scheduling electronic systems and ensuring compliance with digital recordkeeping requirements.

Coordinates preparation and submission of records schedules for office functions to ensure legal and regulatory compliance.

Advise management and staff on responsibility for maintaining both temporary and permanent records, including electronic, paper, audiovisual, and classified material.

Requirements

Do you have experience in Staff training?, Do you have a High school diploma or GED?, * High School diploma, plus 6 years of directly relevant experience.

  • Basic understanding of the Federal Records Act, NARA regulations, and DOE Records Directives and policies.
  • Ability to organize, maintain, and track both paper and electronic records; effective communication skills to provide guidance and training.
  • Familiarity with DOE approved electronic records management systems, databases, and standard office software.
  • Ability to safeguard classified, sensitive, and controlled unclassified information (CUI) in accordance with DOE requirements.
  • Must be able to perform duties independently, meet records management deadlines, and coordinate with DOE records officers and program staff.
  • Ability to obtain/maintain a security clearance.
