Job description

Geographic Information Systems Analysts perform the design, operation, and administration functions related to the development and analysis of various Geographic Information Systems (GIS) data pertaining to the County of San Diego. This is the journey level class.

Incumbents serve the GIS program by employing the GIS methods, techniques, and tools used to conduct spatial data analysis and to interpret and report on analysis results. Additionally, GIS Analysts are expected to employ their knowledge of relational databases, software licensing, programming techniques, data compilation and conversion, documentation, and quality assurance processes.

Geographic Information Systems Analyst positions are allocated to various departments throughout the County of San Diego. The current vacancy is in the Department of Public Works (DPW), Land Surveying, Survey Records System (SRS) group.

The position in the Department of Public Works (DPW) will be responsible for processing and uploading Survey Records map documents to the SRS website. Duties include scanning hard-copy maps, creating and editing GIS layers related to Survey Records, performing image processing tasks such as cropping, rotating, and georeferencing scanned maps, and uploading finalized map documents to the AWS cloud database that supports the SRS website.

The ideal GIS Analyst for DPW Survey Records will have strong customer service skills and be able to assist members of the public in person, by phone, and through email. Familiarity with the SRS website and the search methods outlined in the SRS tipsheet is highly beneficial. Because customer service is a key part of this role, excellent written and verbal communication skills are essential. The candidate should also be adaptable, able to collaborate within a small team, and comfortable managing independent tasks with minimal supervision. i. Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening. ii. Pre-employment Medical Screening: Approximately 3 days following successful background investigation results. iii. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Requirements

Do you have experience in Spatial analysis?, Do you have a Master's degree?, A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in geography, earth sciences, civil engineering, urban planning, information technology, biology with an emphasis in GIS, computer science, or closely related field, OR, successful completion of a college level GIS certificate program; AND,

  1. Two (2) years of progressively responsible experience as a GIS Trainee with the County of San Diego; OR,

  2. Three (3) years of progressively responsible GIS experience administering and operating GIS applications using ArcGIS Desktop or Server or similar type software to develop GIS data, digital maps, or other digital displays for spatial analysis. Notes: A master's or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency in any of the fields described above may substitute for one (1) year of the required experience; OR, additional years of experience as described above may be substituted for the education/certification requirement on a year-for-year basis.
