This is a unique and exciting opportunity to play a crucial part in realising the Council's future ambitions and to make a real difference to the lives of local people.

Led by the Head of Change and Digital, the Council's Change and Digital Team is part of the Strategy and Transformation Service and wider Transformation Directorate. The Service is responsible for leading on, co-ordinating and enabling action to ensure delivery of corporate change projects and programmes including those focusing on digital innovation. The Staffordshire Centre for Data Analytics is also a key part of this service; a collaboration that focuses on the delivery of measurable impact through improved data and insights.

Working arrangements - hybrid, min 2 days a week in our Stafford office but routinely more, in line with business requirements and as required.

This is a Politically Restricted Post under the Local Government and Housing Act 1989 and subsequent amendments introduced by the Local Democracy, Economic Development and Construction Act 2009.

As our Head of Change and Digital, you will take the lead role in developing and implementing the council's change and digital transformation priorities, ensuring clear and impactful delivery at a time of significant change across Local Government.

With direct management responsibility for the Council's Change Team, Digital Service and the Staffordshire Centre for Data Analytics, you will,

  • ensure delivery of the Council's Strategic Direction 2026 - 2028 (its corporate plan) priorities and the projects that underpin this;
  • take lead responsibility for ensuring the alignment of team capacity and resources to organisational priorities;
  • work closely with the Assistant Director for Strategy and Transformation to ensure that Staffordshire is at the forefront of change,delivering positive outcomes for our residents, communities and businesses
  • develop and maintain effective relationships within the council and with partner organisations, ensuring the timely delivery of the council's strategic priorities.

Requirements

We are looking for someone with the ability to work at both a strategic and operational level, with significant leadership and management knowledge and skills, and experience of:

  • leading and managing large teams and/or services, with clear workplans in a way that ensures that staff feel valued and empowered;
  • the delivery of change projects and programmes including digital transformation,focused on innovation, stakeholder engagement, best practice and efficiency;
  • leading and driving the delivery of culture change and transformation;
  • influencing and negotiating skills at the highest levels,to deliver change, improvement and financial benefits;
  • relevant professional degree or equivalent by experience

and ideally,

  • working in the public sector in a similar role, or demonstrably relevant and transferrable knowledge;
  • working in a performance driven environment, where benefits and outcomes are visible and measurable;
