Look no further! We have a fantastic opportunity for an ICT Project Manager/Business Analyst to join our team here at Xentrall Shared Services.

Xentrall Shared Services is a highly successful partnership between Stockton and Darlington Borough Councils. We pride ourselves on delivering excellent services to all, providing support and services to a range of customers including local authorities and public organisations.

As part of our ICT Projects & Applications function, we are looking to recruit an ICT Project Manager / Business Analyst to support the delivery of a varied portfolio of digital, application and infrastructure projects. Reporting to the ICT Projects & Applications Manager, you will play a key role in working with customers and ICT teams to deliver change that meets business needs and agreed priorities.

What will you be doing?

You will manage and deliver a varied portfolio of ICT and digital change, typically working across multiple small to medium projects at any one time, alongside occasional larger and more complex implementations.

A key part of the role is working with services to understand their needs and shape requests into clear, deliverable outcomes. This includes clarifying requirements, challenging assumptions where needed, and helping identify the most appropriate solution.

The work includes a mix of SaaS and on-premise systems within a cloud-appropriate approach. You will support system onboarding and change activity, ensuring that solutions align with technical standards, security expectations and the wider ICT environment.

You will lead delivery in line with agreed governance, working with ICT teams, suppliers and stakeholders to manage progress, risks and dependencies. This includes producing and maintaining key documentation such as business cases, project plans, service designs and closure reports.

Where appropriate, you will also support in-house development work, helping define requirements and approaches that are clear, proportionate and suitable for delivery, including deciding when more iterative or agile approaches are appropriate.

You will report progress and key decisions through established governance forums and contribute to the planning and prioritisation of the ICT work programme.

Some requests will be well defined, while others will require you to shape and clarify before delivery can begin.

You will typically be involved in a mix of:

  • SaaS system onboarding and replacement
  • Integration between systems and services
  • Supplier-led implementations and upgrades
  • Service-led change and process improvement
  • In-house developed solutions delivered by the ICT Development Team, Please note that we're unable to provide visa sponsorship for this role, so candidates will need to have an existing right to work in the UK.

Requirements

  • Proven experience delivering change in an ICT/digital environment
  • Ability to manage multiple workstreams in parallel
  • Strong understanding of project management and business analysis, applied proportionately
  • Excellent stakeholder engagement skills across diverse customer groups
  • Skilled at eliciting requirements and translating needs into practical solutions
  • Strong analytical ability, including structuring information, evaluating options, and communicating risks/decisions
  • Experience working with suppliers, including system selection and onboarding
  • Awareness of SaaS and on-premise delivery models, including integration, SSO, and data security considerations
  • Comfortable working within governance frameworks and producing clear, concise documentation
  • Effective communicator with both technical and non-technical audiences
  • Ability to collaborate with ICT teams to coordinate delivery
  • Self-starter, able to work autonomously and progress work with minimal initial definition.
