The Lead Test Engineer serves as a senior technical expert responsible for planning, leading, and overseeing application testing activities across major technology initiatives within the program. This role provides technical leadership across testing efforts, ensures quality standards are met, evaluates testing performance, and recommends improvements that directly impact project success. The position may also provide oversight and coordination of testing resources across multiple initiatives and development methodologies.
The Decennial Transformation and Application Modernization (DTAM) project is a strategic initiative to transform the U.S. Census Bureau's Decennial Census Programs into a modern, data-centric, cloud-smart IT environment supporting the 2030 Census and the American Community Survey (ACS). This effort focuses on modernizing and integrating applications and data systems, reducing technical debt and lifecycle costs, and enabling secure, scalable, near-real-time data processing and analytics to improve the speed, quality, security, and efficiency of census operations., 1. Plan, lead, and manage multi-layer application testing activities across enterprise-level initiatives
- Execute and oversee automated testing efforts to ensure quality and performance standards are met
- Develop test data, test scenarios, scripts, and detailed testing reports
- Coordinate testing resources, schedules, and environments across multiple projects
- Evaluate testing performance results and identify defects, risks, and improvement opportunities
- Recommend corrective actions and process improvements based on testing outcomes
- Support testing across multiple development methodologies (Agile, iterative, etc.)
- Provide technical guidance and oversight to testing team members as needed
Requirements
- 10-14 years of experience in software/application testing and quality assurance
- Strong experience in automated testing environments
- Proven experience planning, executing, and managing application testing activities
- Experience developing test cases, test scripts, test data, and test reporting artifacts
- Ability to evaluate testing outcomes and recommend improvements or corrective actions
Preferred Qualifications:
- Certifications:
- ISTQB Certified Tester or Certified Agile Tester
- Certified Software Test Professional (CSTP)
- Experience supporting large-scale federal or enterprise modernization programs
- Prior experience working in data-centric, cloud-enabled, or modernization environments
- Experience supporting multiple concurrent projects or enterprise testing efforts
